The purpose of the tendering procedure is to conclude a framework agreement in accordance with Section 131 of the Act with one supplier. The subject of the performance of public contracts awarded on the basis of the framework agreement will be the provision of consulting and advisory services for the needs of the contracting authority. The subject of the performance of public contracts awarded on the basis of the framework agreement is broadly specified in the draft framework agreement (annex to the tender documentation). The subject of the performance of public contracts awarded on the basis of the framework agreement is the provision of qualified services for the preparation of the PPP project for the Reconstruction, Modernisation and Operation of Public Lighting in Plzeň. This involves the provision of consulting and advisory services in the field of project management, provision of consultations in the field of quality management, economic advisory services and other advisory services. The services provided will include, in particular, the availability of personnel capacities in the field of preparation of PPP projects, which will be available to the contracting authority, in particular, in the following: a) preparation of background materials for the implementation of the PPP project incl. drafts, amendments and/or reviews of the PPP project; b) project and programme management and the provision of organisational, managerial and administrative services related thereto, including support in coordinating suppliers; c) quality, risk management and the provision of independent oversight and audit of the contracting authority's projects and support for project management and service management; d) provision of services related to the management of PPP projects and quality control of services in the field of PPP; e) provision of consultations, analyses, preparation of background materials and documents in the field of certification and quality management; f) provision of other expert and consulting services in the field of PPP. The provision of Services will be implemented on the basis of a primary order issued without undue delay upon the effectiveness of the framework agreement. Particularly important activities may be ordered separately by separate orders on the basis of the specific requirements of the contracting authority with a specific specification of the terms of performance, and this by means of individual contracts concluded on the basis of written invitations from the contracting authority.
