Creation of a dynamic procurement system, the subject of which is: „MATE - Chemicals and Laboratory Consumables DBR 3.” The purchaser in the procurement documents specifies the product categories and characteristics for which the DBR is to be established. The purchaser, pursuant to Section 107(2) of the Public Procurement Act, simultaneously provides the detailed technical description and contractual conditions for the specific procurements to be implemented in the system, and makes these available to the tenderers participating in the DBR at the same time as the invitation to tender is sent.

Equivalence: In the technical description of the procurement procedure and other documents, if reference is made to a product of a specific make or origin, or to a specific process, which characterizes the products of a given economic operator or the services provided by them, or to a trademark, patent, activity, person, type or specific origin or manufacturing process, the expression "or equivalent" shall also be understood to be appended to such a designation. Reference to a product of a specific make or origin, or to a specific process, which characterizes the products of a given economic operator or the services provided by them, or to a trademark, patent, activity, person, type or specific origin or manufacturing process, shall also serve the unambiguous identification of the subject matter, and the purchaser shall accept measures taken by the tenderer to ensure equivalence. In the technical description of the procurement procedure and other documents, the expression "or equivalent" shall also be understood to be appended to the designation of a specified standard, technical approval, technical specifications, technical recommendation. In the case of an offer of an equivalent type, the tenderer must prove the equivalence of the solutions proposed by them in a suitable manner, by any suitable means, that the solutions proposed by them meet the requirements defined in the technical description of the procurement in an equivalent manner.
