**CONTRACT OBJECT**

The present contract is part of an overall project concerning the renovation of buildings present on the SONACA site, subdivided into several "phases", themselves subdivided into lots distributed according to the geographical location of the buildings in question and the nature of the works to be carried out. The present special technical specifications only concern Contract 2 – Lot 3, being a works contract having as its object the fitting out of the changing rooms of building B19. In the context of this special technical specifications, the term "contract" will be used to designate the lot. The attention of tenderers is drawn to the fact that the Present Special Technical Specifications contains anti-social dumping clauses (accompanied by special significant penalties) drawn up within the framework of the Strategic Development Committee of the Charleroi and South Hainaut Region. They are highlighted in grey in the S.T.S. Consequently, tenderers are firmly invited:

- to take this into account in the preparation of their offer, the Contracting Authority giving itself the means to verify the compliance of the site with these and to sanction in case of infringement;

- to complete and attach to the offer the Declaration on honour relating to the anti-social dumping clauses reproduced in the annex to the present Special Technical Specifications. The absence of a declaration attached to the offer or a declaration attached but not completed will be considered as revealing the intention of non-compliance with the clauses against social dumping and, consequently, considered as a substantial irregularity.

The content of the contract and its general context of execution are developed in the technical part of the present technical specifications.
