Bulgaria – Network equipment – „Доставка на оборудване по 3 (три) обособени позиции‘‘

The subject of the public procurement is "Delivery of equipment for 3 (three) separate lots" and includes the following separate lots: 1. Separate Lot No. 1 with subject: "Delivery of equipment for the needs of the National Social Security Institute (NSSI)"; 2. Separate Lot No. 2 with subject: "Delivery of charging devices for mobile phones for the needs of real-time video surveillance and video recording after the end of the election day in the precinct electoral commissions (PEC) during the vote count and the compilation of the PEC protocol"; 3. Separate Lot No. 3 with subject: "Delivery of portable computers". The requirements for the execution are detailed in the Technical Specifications of the Contracting Authority, relevant to the respective separate lot. Tenders are submitted only for Separate Lot No. 1. According to Art. 21, para. 6 of the Public Procurement Act (PPA), the Contracting Authority has the right to award separate lots in the order, valid for the individual estimated value of each of them, provided that the value of the respective separate lot does not exceed 156 464 BGN for supplies and services and the total estimated value of the separate lots awarded in this way does not exceed 20 per cent of the total estimated value of the procurement. In these cases, regardless of the remaining value of the procurement, it is awarded in the order applicable to the total value of the procurement. Separate Lot No. 2 and Separate Lot No. 3 will be awarded in the order valid for their respective individual value in connection with Art. 21, para. 6 of the PPA – through the direct award method, pursuant to Art. 20, para. 4, item 3 of the PPA. Participants should not submit tenders for Separate Lot No. 2 and Separate Lot No. 3! *** *** *** The total estimated value of the public procurement is 640 150.00 euro without VAT. It is distributed by separate lots as follows: - The estimated value for Separate Lot No. 1 is 608 900.00 euro without VAT; - The estimated value for Separate Lot No. 2 is 24 250.00 euro without VAT; - The estimated value for Separate Lot No. 3 is 7 000.00 euro without VAT. Separate Lot No. 2 and Separate Lot No. 3 are awarded in the order of their individual value, pursuant to Art. 21, para. 6, in connection with Art. 20, para. 4, item 3 of the PPA. *** Separate Lot No. 2 with subject: "Delivery of charging devices for mobile phones for the needs of real-time video surveillance and video recording after the end of the election day in the precinct electoral commissions (PEC) during the vote count and the compilation of the PEC protocol" is awarded in the order of its individual value – Art. 21, para. 6, in connection with Art. 20, para. 4, item 3 of the PPA. The subject of Separate Lot No. 2 includes activities for the delivery of 2,500 charging devices for mobile phones. The specified quantity is estimated for the period of the contract. The Contracting Authority reserves the right not to declare and purchase the entire estimated quantity or to exceed the quantity until the maximum value of the contract for the separate lot is reached, which will be paid at the unit prices indicated in the tender of the selected Contractor. The requirements for the execution are detailed in the Technical Specification of the Contracting Authority for Separate Lot No. 2 - Annex No. 1.2. of the Contracting Authority. *** The delivery deadline for the charging devices is within 20 (twenty) days, from the date of receipt by the Contractor of the written request under item III of the Technical Specification for the separate lot, submitted by the Contracting Authority. The deadline for submitting applications is within 12 (twelve) months, from the date of entry into force of the contract or until the maximum value of the contract is reached, whichever occurs first. *** Place of delivery is Sofia, 11 Lachezar Stanchev Str., the building of Information Service AD. *** Financing is secured for Separate Lot No. 2. *** Participants should not submit tenders for Separate Lot No. 2. ************** Separate Lot No. 3 with subject: "Delivery of portable computers" is awarded in the order of its individual value – Art. 21, para. 6, in connection with Art. 20, para. 4, item 3 of the PPA. The subject of Separate Lot No. 3 includes activities for the delivery and warranty maintenance of portable computers for the needs of the Administration of the Council of Ministers (ACM), (hereinafter briefly referred to as "the equipment"), detailed by type, quantity and technical characteristics in the Technical Specification of the Contracting Authority for Separate Lot No. 3 - Annex No. 1.3. The requirements for the execution are detailed in the Technical Specification of the Contracting Authority for Separate Lot No. 3 - Annex No. 1.3. of the Contracting Authority. *** The delivery is made within 30 (thirty) working days, from the date of receipt of a written notification, sent by the Contracting Authority to the Contractor for secured financing under the contract and presentation by the Contractor of the specified performance guarantee, subject to the conditions of the contract project. *** The place of delivery is the building of ACM, located in Sofia, 1 Knyaz Alexander Dondukov Blvd. *** Separate Lot No. 3 is announced without secured financing, therefore the contract for the separate lot will be concluded under condition, in accordance with Art. 114 of the PPA. The execution of the contract for Separate Lot No. 3 starts after the financing is secured by the Contracting Authority, certified by a written notification, sent by the Contracting Authority and presentation by the Contractor of the specified performance guarantee, subject to the conditions of the contract project. *** Participants should not submit tenders for Separate Lot No. 3.
