Finland – Medical equipments, pharmaceuticals and personal care products – Invasiiviset kardiologiset tarvikkeet 2

The HUS Group invites tenders for invasive cardiological supplies. The procurement has been divided into 14 sub-lots. The sub-lots, as well as the products and requirements related to the tender, are described in more detail in Annex 1. Product Annex HUS 266-2026. The subject of the procurement includes, among other things: - cardiological supplies for congenital heart defects - closure devices and plugs - large valvuloplasty catheters. Partial tenders are allowed. The bidder may submit a tender for one or more sub-lots. Partial tenders are not allowed within sub-lots. Up to two (2) parallel tenders can be submitted. The bidder can therefore submit a total of 3 different tenders. A parallel tender is always a separate, DISTINCT, tender. The subject of the procurement also includes additional products related to the offered products, such as additional sizes and accessories, which are listed in Annex 1, under the section All Sizes and Models. During the contract period, it is also possible to procure products belonging to the product groups that are the subject of the contract, which have not been individually identified in the product annex (see contract draft). In Annex 1, Product Annex HUS 266-2026, it is stated by sub-lot how many suppliers will be selected for each sub-lot. The contract is valid for a fixed term of 4 years, after which it is valid indefinitely. The estimated start date of the contract is November-December 2026. The products requested in this tender notice must be used by the HUS Group (HUS). The estimated total value of the procurement (VAT 0%) is approximately 5 million euros calculated over a 48-month period. This is an estimate, and the purchasing unit is not bound to the reported euro amounts and consumption amounts reported in the tender notice. The final order quantities may be larger or smaller than reported. The subject of the procurement and the requirements related to it are described in detail in the tender notice and its annexes. APPLICATION OF IPI REGULATION AND PROCEDURE This procurement is subject to the Regulation (EU) 2022/1031 of the European Parliament and of the Council (International Public Procurement Instrument, IPI) and the Commission Implementing Regulation (EU) 2025/1197. Pursuant to the IPI procedure, the purchasing unit must exclude from the procurement procedure bidders originating from the People's Republic of China. In addition, the purchasing unit must apply the obligations set out in Article 8 of the IPI Regulation regarding suppliers selected in the tender. See Annex 11, Contract, of the tender notice. If the bidder offers products of Chinese origin, they will be treated in the procurement procedure in the same way as products coming from other countries. Chinese products will therefore not be excluded from the procurement procedure. If the products offered are selected for the contract as a result of the procurement procedure, and the selections result in more than 50% of the contract value being sourced from China (calculated based on the total value of the contract, not the number of products), the bidder must commit to the penalty payment specified in Annex 11, Contract, 10-30% of the value of the contract. After the procurement decision, the offered products may not be replaced by others as a starting point. The starting point of the public procurement procedure is the finality of the tender (Procurement Act 74 § and case law). In addition, Section 136 of the Procurement Act provides that contracts may not be essentially modified (replacing products with others would be considered a substantial modification).
