The municipality of Bornheim is the owner of a plot of land for which the binding land-use plan "Östliche Hauptstraße", 1st Amendment, has created building rights. The municipality wishes to transfer the plot of land to an investor by way of a hereditary building right, who will construct a facility for senior-friendly housing there. Subsequently, it wishes to lease the constructed building. The investor must also commit to offering care services to the residents.
