In the context of the ongoing process of modernising and developing medical infrastructure, the contracting authority aims to conclude a framework agreement for the supply of medical equipment and devices, in order to increase the quality of medical services offered at the Obstetrics and Gynecology Hospital (SPOG) Buftea, Ilfov. The need for the present procurement arises from the unit's permanent objective to ensure patients access to modern, efficient, and safe medical services, through the use of state-of-the-art medical equipment, whose performance directly contributes to improving medical acts, increasing the accuracy of diagnoses, enhancing treatment efficiency, and diversifying the medical services that can be provided to patients and future beneficiaries of the medical services offered by the hospital. Furthermore, given that the medical unit is undergoing a comprehensive process of modernisation, retooling, and progressive equipping, the use of the framework agreement mechanism for a period of 24 months allows the contracting authority to make flexible and phased procurements, correlated with the hospital's real needs and with the subsequently identified sources of funding. The use of the framework agreement aims, on the one hand, to contract medical equipment and devices in line with technological evolution and current market standards, thus avoiding the risk of moral, technical, or technological obsolescence of the procured products, and on the other hand, to create the necessary framework for the efficient access and use of various funding sources, namely own funds, national funds, as well as non-repayable external or international funds. The products to be procured under the present framework agreement are structured into distinct lots, according to the technical specifications provided in the terms of reference and the relevant annexes. Economic operators, potential tenderers, may submit requests for clarification up to 19 days before the deadline for submission of tenders, and the contracting authority is obliged to respond no later than 12 days before the deadline for submission of tenders.
