An IT application for the digitalisation of procedures relating to trichinella testing, the management of monitoring samples in the animal health sector and the management in the event of an outbreak of African Swine Fever (ASP) is to be procured as a SaaS cloud solution. The IT application must be compatible with the hunting statistics application of Condition – Integrierte Softwarelösungen GmbH. This is used in the Free State of Thuringia to record the carcass data (data of wild animals shot by hunters). The IT application should be available both as a web application (usable in common browsers) and as a mobile app (operating systems iOS and Android). As an app, a application is defined within the tender that must be installed on a mobile device by the user before use and can only be used there. This is usually done on a smartphone or tablet using an app store. There will be two main user groups: a) administrative or laboratory staff b) external users (e.g. persons entitled to hunt). External users record data on animals shot or slaughtered. If necessary, they also submit applications for the examination of these animals for trichinella and/or certain wild animal diseases to the competent authorities or the competent examination institution of the Free State of Thuringia. The examination results should be retrievable via the IT application. The competent authorities (veterinary and food control offices of the districts and independent cities - veterinary authorities) operate the trichinella testing laboratories. These should be able to access the application data entered by external users in the IT application via their own user interface and return the examination results to the applicants. In addition, a laboratory software should be provided for the competent authorities, with the help of which the examination activities can be documented on the basis of the application data. In the case of monitoring samples in the animal health sector, the laboratory of the contracting authority, the Thuringian State Office for Consumer Protection, is the competent examination institution. The laboratory software (LIMS) in use there should be able to access the information on the samples entered by the users via the HIT database. The IT application must therefore have an interface to the HIT database. A direct connection to the LIMS is not planned. The IT application should be available to administrative staff to map internal administrative procedures and to affected users outside the administration for data collection and application to and receipt of decisions from the competent authorities. While the use cases of trichinella testing, management of monitoring samples in the animal health sector and the interface to the hunting statistics application are to be available permanently, the use case of management in the event of an outbreak of African Swine Fever (ASP) is to be usable and available only on an ad-hoc basis. In addition, introductory support and training of the staff of the competent authorities should be included in the offer as an initial service. The contract is concluded via an EVB-IT Cloud contract. The procurement is carried out by the contracting authority for use by all districts and independent cities in Thuringia. The use of the IT application for the aforementioned purposes is mandatory for the districts and independent cities. However, hunters are free to choose whether to use the IT application. This means that they can refrain from using the IT application. The current analogue system for sampling will continue to be operated in parallel for the time being.
