Romania – Security equipment – SISTEM INTEGRAT DE SECURITATE PENTRU UNITATEA MILITARĂ 02608 – CAZARMA 3495 ORADEA

The award of a supply contract whose main object is the supply of products and, as an ancillary object, installation and commissioning operations in accordance with the requirements of the terms of reference. The Integrated Security System (SIS) aims to raise the security level of the military objective and comprises the following subsystems: 1. Main subsystems: a. Perimeter Detection Subsystem (P.D.S.); b. Access Control Subsystem (A.C.S.); c. Closed-Circuit Television Surveillance Subsystem – C.C.T.V.S.; d. Intrusion Detection and Alarm Subsystem (I.D.A.S.); e. Communications and Information Technology Subsystem (C.I.T.S.); 2. Support subsystems: a. Dispatch (D); b. Electro-supply Subsystem (E.S.S.). Details regarding the composition of the existing system and the way it operates will be made available to the qualified and selected economic operators to participate in the second stage of the Tender, namely at the beneficiary's premises by carrying out documentation visits on site. Given the maximum classification level, namely SECRET, of the information included/transmitted during the course of the procedure/contract execution, economic operators registered in Romania or in countries with which Romania has signed and ratified/approved agreements/understandings at government or departmental level regarding the reciprocal protection of classified information, corresponding to at least the SECRET level (including military/defence), hereinafter referred to as security treaties, may participate in the award procedure. Stage I – Qualification and selection of candidates will be carried out in several phases, as follows: Phase 1 - Analysis of qualification documents. In this phase, all candidates registered in the competition will participate; Phase 2 – Implementation of the process of issuing ASI/recognition DS carried out by ORNISS concurrently with the implementation of phase 1. In this phase, the procedures for issuing ASI/recognition DS will be suspended for economic operators notified in phase 1; Phase 3 - Issuance of ASI/recognition DS by ORNISS to economic operators who participated in phase 2; Phase 4 – Final verification by the evaluation committee of the qualification documents submitted by economic operators who have obtained ASI/DS recognition, as well as communication of the result of the qualification and selection stage of the candidates. After the publication of the participation notice, economic operators may submit requests for clarification. Responses to requests for clarification are made in accordance with art. 69-70 of OUG nr. 114/2011. The deadline by which clarifications or information relating to the award documentation may be requested: 9 (nine) days before the deadline set for the submission of tenders. The contracting authority will respond clearly and fully to all requests for clarification of economic operators/information with at least 6 (six) days before the deadline set for the submission of tenders.
