Romania – Laboratory reagents – FURNIZARE REACTIVI MICROBIOLOGIE SI IMUNOLOGIE

Satu Mare County Hospital wishes to acquire reagents to increase the accuracy, quality, and speed of professional diagnosis of all types of patients, and to expand the test panel to serve as many patients as possible. We request the initiation of the public procurement procedure with respect to the lot division from the need reference no. 205 of 02.06.2026, included in Annex no. 2 of the terms of reference, as all products from a lot must be compatible with the analyzer requested and identified in each lot separately. The technical specifications of each lot are found in the Terms of Reference Annex 1. Partial offers are not accepted. A framework agreement will be concluded for a period of 36 months. Within one calendar year, it is estimated that a minimum of 2 subsequent contracts and a maximum of 12 subsequent contracts will be concluded. The estimated minimum and maximum quantities of the subsequent contracts are found in the annex to this terms of reference. Subsequent contracts will be concluded according to the needs of the contracting authority, the minimum and maximum quantities being estimates. The contracting authority is not obligated to purchase either the minimum or maximum quantity during the framework agreement, as specified in the annex. The quantity estimated to be purchased during the framework agreement and specified in the award documentation will be purchased depending on the availability of funds allocated for this purpose and the needs of the contracting authority. In the event of a duly justified reason, the maximum estimated quantity in the framework agreement may be supplemented in accordance with the provisions of art. 221 of Law 98/2016 on public procurement. The deadline by which AC will respond clearly and completely to all requests for clarification/information will be the 11th day before the deadline for submission of tenders in accordance with art. 160 in conjunction with art. 161 of Law 98/2016 as amended. Number of days until which clarifications can be requested before the deadline for submission of tenders/applications: 20 days.
