Description

This public procurement is carried out jointly by an association of contracting authorities, pursuant to Article 44 of Law 98/2016. GALAŢI COUNTY (Galaţi County Council) is the mandated contracting authority to organise this award procedure as the association leader. Any of the beneficiary/contracting authorities signing the public procurement contract will be represented by the Contracting Authority. The contracting authorities that associate for the implementation of this joint procurement are: - Galaţi County (Galaţi County Council); - ECOSERV Galaţi Intercommunal Development Association. The contract includes the design, execution, and operation of the Galaţi waste transfer station and the mechanical-biological treatment station with anaerobic digestion, respectively: a) Preparation of Technical Design in accordance with national legislation, including all necessary documents (memories, drawings, calculations, etc.) and any documentation necessary to obtain the building permit; b) Preparation of the documentation necessary to obtain the authorisations and approvals required for execution; c) Construction works; d) Supply and installation of machinery and technological equipment; e) Testing and commissioning; f) Remediation of any defects arising during the Warranty Period; g) Administration and operation of the waste transfer station and the mechanical-biological treatment station with anaerobic digestion. The Warranty Period is 36 months. The operation period of the facilities is 10 years. The contract defines 4 sectors of works as follows: Sector 1 - Transfer Station Sector 2 - Mechanical Treatment Station Sector 3 - Anaerobic Digestion Station Sector 4 - Composting of Digestate - Design phase (6 months): preparation of the Technical Design in accordance with national legislation, including all necessary documents. - Execution phase (32 months): construction works, supply and installation of machinery and technological equipment, testing and commissioning. - Operation phase (10 years): administration and operation of the waste transfer station and the mechanical-biological treatment station with energy recovery. The tariffs are presented in the Justification Study, and the summary of the maximum ceilings for the tariffs related to the first year of operation are presented below: - Maximum tariff for year 1, for the transfer of paper, metal, plastic and glass waste: 175.08 lei/tonne excluding VAT - Maximum tariff for year 1, for the transfer of residual waste: 187.73 lei/tonne excluding VAT - Maximum tariff for year 1, mechanical-biological treatment: 556.28 lei/tonne excluding VAT - Maximum tariff for year 1, anaerobic digestion: 520.51 lei/tonne excluding VAT. Clarifications may be requested within a period not exceeding 20 days until the deadline set for the submission of tenders. The deadline by which the contracting authority will respond clearly and completely to all requests will be: 11 days before the deadline for the submission of tenders.
