The supply also includes related accessories and other components specified in the technical specification of this part of the public procurement. Part 2 – Communication and WiFi System, Manufacturer Passengera The subject of this part of the public procurement is the supply of a communication and WiFi system, manufacturer Passengera, intended for the modernisation and upgrade of the internal communication infrastructure of the railway vehicles of the 680 Pendolino series. The supplied technological solution is intended primarily to ensure data communication, provide WiFi connection for passengers, ensure connectivity of the connecting onboard systems and support operational functions of the vehicle. The supply also includes: • supply of related accessories, • configuration, integration and commissioning of the supplied system in the environment of the existing technological infrastructure of the vehicles, • commissioning and ensuring the functionality of the existing applications and software solutions of the customer connected to the supplied system, • conducting a one-off training of the crew and designated employees of the customer to the extent necessary for proper use, administration, diagnostics and basic operation of the supplied solution, including the handover of user and operational documentation; the training will be conducted after the completion of the configuration, integration and commissioning of the first vehicle, • conducting acceptance tests of the supplied solution, including verification of the functionality of the individual technological components, their mutual integration and functionality of the existing applications and software solutions used in the vehicles, • and performing other related activities specified in the technical specification of this part of the public procurement. Part 3 – Wireless Access Points Cisco The subject of this part of the public procurement is the supply of industrial wireless access points, manufacturer Cisco, intended for the modernisation and upgrade of the internal communication infrastructure of the railway vehicles of the 680 Pendolino series. The supplied technological solution is intended primarily to ensure wireless data communication, operation of the WiFi infrastructure of the vehicles and ensure connectivity of the connecting onboard systems. The supply also includes related accessories and other components specified in the technical specification of this part of the public procurement. The subject of the supply does not include standard installation and assembly elements of a general nature, in particular standard connecting material, general electrical installation material, standard cabling, assembly accessories and similar commodities. These commodities are procured by the contracting authority separately through the established dynamic purchasing system pursuant to Section 138 and subsequent sections of the Act on Public Procurement, as these are standardised and repeatedly procured supplies. Justification of technical conditions and references to specific manufacturers: The contracting authority is implementing the public procurement on the basis of the requirements of the customer, České dráhy, a.s., as part of vertical cooperation. The technical conditions and technical specification of the subject of the supply were provided by the customer to the contracting authority, who set out specific technological solutions and references to specific manufacturers based on objective technical reasons and operational requirements to ensure compatibility, safety and long-term sustainability of the solution in the environment of the railway vehicles of the 680 Pendolino series. The technical specification is based on the following: • conclusions of the local survey and technical assessment of the existing infrastructure, • the need for a generational change of the existing infrastructure of the vehicles, • limitations arising from the installation space of the railway vehicles, • requirements for the performance and capacity of HW components, • requirements for the energy intensity of operation, • requirements for cybersecurity according to currently valid and anticipated future regulatory requirements, • and requirements for compatibility with existing onboard systems and connecting technological infrastructure of the vehicles. The customer, when setting the technical requirements, also took into account the requirements for the long-term operability and reliability of the solution, and that for at least a 20-year period of vehicle operation. The technological solution must ensure, in particular: • stable and safe operation of the internal communication infrastructure of the vehicles, • stable and simultaneous provision of data services and operational functions in the vehicle, in particular reliable connection for 4K/FHD passengers, • operation of camera systems and other connecting (already existing) onboard systems, • remote diagnostics, • telemetry of the train sets. The contracting authority sets the technical conditions with regard to the requirements of compatibility, operational safety, service support and responsibility for the functionality of the system as a whole. References to specific manufacturers and technological solutions are given only to the extent necessary to ensure compatibility with the existing technological infrastructure of the vehicles and to minimise integration and operational risks within the existing ecosystem of onboard IT technologies (including requirements for network separation, secure access and operational safety). The purpose of the specified technical specification is not to unreasonably restrict economic competition or create exclusivity for a specific supplier, but to ensure the fulfilment of the objective technical, operational and safety requirements of the customer and the contracting authority.
