Mikkelin kaupunkiFinlandPublished on Jun 30, 2026
Deadline passed

Description

The City of Mikkeli invites tenders for the reception of contaminated soil from the former locomotive depot area in Mikkeli, located at Ratakatu 7, to be handled as a mass exchange. The City of Mikkeli acts as the contracting entity in the project. The City of Mikkeli and VR Group Ltd. are responsible for the reception costs. The subject of the procurement is the handling and reception of contaminated soil from the Mikkeli locomotive depot area. The reception period is estimated to be from October 2026 to July 2027. Possible soil removal/drying may affect the reception period as the restoration project progresses. The procurement is closely linked to the contract for the restoration of contaminated soil at the Mikkeli locomotive depot. The invitation to tender is conditional, and the procurement will be implemented within the allocated budgets, granted permits, and PIMA decision, as well as the framework of the restoration contract for contaminated soil at the locomotive depot. The waste fractions to be delivered to the reception are identified in the tender documents. The estimated value of the procurement exceeds the EU threshold for service procurements of 216,000 euros (VAT 0%). The value of the procurement is composed of the quantities of contaminated soil to be excavated during the contract, their distribution into different waste fractions, and the waste fraction-specific reception costs. The quantities are presented in the tender documents. The quantities are not binding on the contracting entity, and the contracting entity does not incur an obligation to supply the estimated quantities. The service provider does not acquire exclusive rights to the service production that is the subject of the procurement. The procurement is divided into parts according to the waste fractions to be received. Dividing into parts enables bidders to participate in the competition within the framework of reception sites and capacities as well as environmental permits. Dividing the procurement into parts enables the procurement unit to choose the most cost-effective option overall, taking into account the total costs associated with the reception and transport of soil materials. The description of the masses is presented in Appendix 3, Description of Masses for the Mikkeli Locomotive Depot Reception Tender. The result tables are presented in Appendix 3.1 and the photographs in Appendix 3.2. The offered prices must be filled in on the tender form attached (Appendix 4). The tenderer must fill in the tender form with information about the tenderer and the reception site, as well as the offered VAT-exclusive unit prices for waste fractions, as requested on the form. In addition, the tenderer must enter the VAT-exclusive comparative price €/t for the tender in the designated place on the tender form. The tenderer is responsible for ensuring that the price entered for the tender matches the price on the tender form. The completed tender form (excel) must be uploaded to the designated place for the tender. Based on the competition, a framework agreement will be established, in which one service provider producing contaminated soil reception services will be selected for each waste fraction. Contracts will be made for the reception of masses. The contracting entity reserves the right to reject all tenders for a justified reason. The most economically advantageous tenders will be selected for each waste fraction based on the comparative price. The comparative price includes the weighing fee per load, data transfer to the SIIRTO register, reception fee, and transport price. The contracting entity reserves the right to additional procurement, which is essentially linked to the service production that is the subject of the procurement. The contracting entity reserves the right not to order the reception service at all if a certain waste fraction is not detected during the restoration contract period and there is therefore no need for the reception service.
