The Havelland district intends to award external expert support for the following services:

1. Accompanying and preparing the next four emergency service fee calculations (standard costing including operating cost settlement)

2. Analysis and processing of financial deficits from concluded mutual restraint agreements of the years 2021-2024 on the so-called false deployment issue, including a correction based on the judgment of the Higher Administrative Court of Berlin-Brandenburg (OVG 6 A 13/25)

3. Consultation on legally compliant and sustainable fee structures
