The Dynamic Purchasing System (DPS) is created for the supply of various types of medicinal products for the needs of „МБАЛ – Д-Р АСЕН ВЕЛЕВ“ EOOD. The quantities indicated in the Technical Specification are forecast and do not oblige the Contracting Authority to order them in the forecast volume. The actual execution of the public order will be determined based on the actual delivered medicinal products, within the financial resource. The DPS is conducted in two stages. FIRST STAGE OF THE DYNAMIC PURCHASING SYSTEM – COLLECTION OF PARTICIPATION APPLICATIONS Qualification of suppliers (admission of suppliers to the system). At this stage, participation applications are collected. The participation applications /EEDOP/ contain information regarding the personal status of the candidates and the selection criteria. Deadline for submission of initial applications - 12.08.2026. After the initial application submission deadline, the Contracting Authority will review new applications twice a month. After each review of the applications, the Contracting Authority issues a selection decision with which the qualified suppliers join the DPS. The review of the initial participation applications will be carried out within 10 working days from the deadline for submission of initial applications, after which the Contracting Authority determines with a selection decision the qualified suppliers. After the selection decision comes into force, the second stage of the procedure follows. SECOND STAGE OF THE DYNAMIC PURCHASING SYSTEM – COLLECTION OF OFFERS FOR SPECIFIC INVITATIONS After admission to the DPS of the candidates who have submitted an application, the next step is to send an invitation to submit offers for a specific public order to these suppliers. The offers contain a technical and price proposal. For the award of orders in the second stage, the Contracting Authority announces separate restricted procedures within the DPS.
