Belgium – Refuse disposal and treatment – Verwerving en recyclage van oud papier-karton afkomstig van selectieve inzameling binnen het werkingsgebied van IOK Afvalbeheer

This Contract concerns the procurement and effective recycling of the materials described in Annexes I and IV. In the context of this tender and taking into account all legal provisions, ‘recycling’ is defined in accordance with the Waste Framework Directive as follows: “any useful application by which waste is reprocessed into products, materials or substances, for the original purpose or for another purpose. This includes the reprocessing of organic waste, but does not include energy recovery, nor the reprocessing into materials intended to be used as fuel or as fillers.” In concrete terms, the tenderer must demonstrate in his offer that he transforms the waste at the indicated processing facility at least into a raw material that is directly usable for the production of finished products. In the context of this Contract, this means that a processing facility must be able to demonstrate that it produces paper in accordance with EN643. It may only be a processing facility and not a transfer station. This service is part of Fost Plus's take-back obligation for household packaging waste in accordance with the Interregional Cooperation Agreement on the prevention and management of packaging waste. To this end, the contracting authority has concluded an agreement with Fost Plus, the recognised body for household packaging waste. This Contract does not concern the execution of transport between the transfer locations of IOK Afvalbeheer and the processing facility. IOK Afvalbeheer will conduct a separate procedure for this, after the placement of this contract. All annexes are an integral part of the tender. The contractor must comply with these in their entirety.
