Μ.Α.Ε.

The subject of the contract is the supply and installation of one thousand (1,000) handheld devices (breathalysers), where the breath sample is analysed, and a control unit, which allows or prevents the vehicle from starting, depending on the measurement result, as well as ninety thousand (90,000) mouthpieces, to cover the needs of the O.S.Y. M.A.E. bus fleet. More specifically: The subject of the contract, as described in detail in the relevant annexes of this document, includes: • The handheld device (breathalyser), where the breath sample is analysed. • The control unit, which allows or prevents the vehicle from starting, depending on the measurement result. • The installation of these on the buses that the contracting authority will indicate. • The supply of ninety thousand (90,000) mouthpieces. The items to be supplied are classified under the following CPV codes: (CPV) : 38424000-3 Measurement and control equipment (CPV) : 37322300-4 Mouthpieces The duration of the contract is set for a period of twelve (12) months from the indication of the vehicles where the relevant devices will be installed, with the condition that the vehicles will be available on working days and hours at the facilities that will be agreed with the contractor. The estimated value of the contract (including the option right of 10%) amounts to 2,541,000.00€ excluding VAT 24% (estimated value including VAT: 3,150,840.00€) and is broken down as follows: - Estimated value of the present contract 2,310,000.00€ excluding VAT 24% (2,864,400.00€ including VAT) and - Estimated value of the option right to increase the quantity of the subject matter 231,000.00€ excluding VAT 24% (286,440.00€ including VAT). The contract includes a clause for the review of the quantity, according to Article 337 (paragraph 1, subparagraph a') of Law 4412/2016 and Annex IΒ of this notice, with a unilateral declaration of the Awarding Authority, up to +10% (i.e. 231,000.00€) for the increase in quantity. This right may be exercised throughout the duration of the contract, always within the approved budget. It is not permitted to submit tenders for part of the subject matter. Tenders are submitted exclusively and only for the whole of the work, as described in this notice. The contract will be awarded with the criterion of the most economically advantageous tender, exclusively on the basis of price (lowest price). The award of the supply will be made to the supplier who offers the lowest tender as it results from the submission to the EΣΗΔΗΣ, for the whole of the contractual subject matter. Alternative tenders are not permitted. It is noted that the tender must cover the whole of the supply including the installation/ placement, excluding any tender that refers to part of these. It is noted that the economic operators, before submitting their tender, are obliged to make a visit to the premises where the aforementioned equipment will be installed, in order to gain full knowledge of the conditions and the vehicles on which the equipment will be installed. The visits to the premises will take place, at the latest 6 days before the final date for the submission of tenders (i.e. by 24.09.2026), between the hours 08:00am - 13:00pm and after having previously received from the central service (Procurement Directorate – Parnassou 6, Agios Ioannis Rentis) the ANNEX II, while also requiring prior communication between the economic operators and the competent authorities of the Bus Depots. Polykarpu, 11855 Apostolopoulos Panagiotis 210 3419306 [email protected] Additionally, for the participation of economic operators in the aforementioned competitive procedure, the visit certificate to the premises must be submitted, under penalty of exclusion, together with the tender / participation justifications according to the model of Annex ΙΓ of this document. It is noted that the receipt of ANNEX II will be made in accordance with what is set out in Articles 1.1 and 2.1.2 of this Notice. In the event that only one (1) acceptable tender is submitted, a negotiation/improvement procedure of the economic tender will follow through the System (EΣΗΔΗΣ) following an Invitation to the economic operator. In the event that the economic tender is not improved, the Awarding Authority reserves the right to cancel the award procedure, for the specific type, if, in its absolute discretion, it deems that sufficient competition has not been ensured. The above negotiation procedure will be carried out by the evaluation committee of the competition and the result of this will be included in the award decision. A detailed description of the physical-economic subject of the contract, the technical specifications / minimum requirements as well as the special terms of the contract (special writing of obligations) is given in the relevant ANNEXES of this notice. It is noted that for ANNEX II there is limited access and may be given to economic operators in accordance with Articles 1.1, 2.1.2 and 1.3 of this notice.
