Netherlands – Vehicles for refuse – Inhuur inzamelvoertuigen voor diverse Midwaste leden

Tender invitation for a European open procedure for the rental of (collection) vehicles for Midwaste members 2026-2030. Midwaste acts as the contracting authority. The Midwaste members are the contracting entities. Contracting entities are Dar NV, Kanaalstraat 401, 6541 XK Nijmegen, Gemeenschappelijke regeling Cure, Achtseweg Noord 45, 5651 GG Eindhoven.

Purpose of the tender

The tender aims to conclude a framework agreement with a maximum of three (3) contractors per lot for the rental of various (collection) vehicles for waste collection. The framework agreement has a duration of two (2) years with an option to extend it twice (2) for two (2) years. The start date of the framework agreements is planned for 1 September 2026.

Ranking determines right to delivery

In the event of a need for a rental vehicle, the request is first submitted to the contractor who finished highest in the ranking. If this party cannot deliver the requested vehicle, the contracting entity is entitled to submit the request to the second in ranking, provided that this party is in the ranking. If this second party cannot deliver the requested vehicle, the contracting entity is entitled to submit the request to the third in ranking, provided that this third party is in the ranking. If none of the contractors can deliver a vehicle, the contracting entity is entitled to submit the request to any third party.

Forecast

Determining a procurement forecast is difficult, as a significant portion of the rental need arises from unforeseen and ad-hoc situations, such as vehicle breakdowns with the contracting entity. Such circumstances are not or only to a limited extent predictable in advance. Based on an analysis of historical data, it appears that the rear loader, side loader, dump truck and hook lift crane are the most rented. The average annual rental value of these vehicles is approximately € 100,000. Since a reliable forecast of future needs is not possible, the maximum contract value has been set at 300% of this amount. For a fair and objective price comparison, each requested rental vehicle is assigned a weighting factor in the price list. The price list serves only as an indication and does not constitute a guarantee or obligation with regard to the actual procurement. No rights can be derived from the mentioned quantities and values. The procurement forecast is exclusive of the option for delivery to other Midwaste members as well as to municipalities affiliated with the contracting entities. The volume of this is a maximum of 30% of the forecast. This option can only be used via a contracting entity within this tender.
