France – Construction works for power plants and heating plants – Réalisation d’une centrale solaire thermique raccordée au réseau de chaleur de la commune de la Régie Communale de Montdidier

The present consultation concerns the award of a public contract for the design and construction of a solar thermal power plant connected to the heating network of the commune of Montdidier. The contract to be concluded following this procedure includes, inter alia: • design and execution studies, and where applicable, the supply of all the elements necessary for the permits, declarations, opinions, studies or administrative procedures required under the applicable regulations for the project; The building permit for the operation has been submitted by the Régie. In the event that the Contractor identifies, for the purposes of implementing the project, the need to use all or part of the cadastral plot n° 009, an amendment to the building permit must be initiated in order to include this plot in the project perimeter. The Contractor must inform the Régie of this in advance and provide all the necessary elements for the preparation and submission of this amendment. • the services necessary for the implementation of the solar thermal power plant, its associated works and equipment, the hydraulic and thermal storage unit, the solar hydraulic station, the hydraulic, electrical, control-command and supervision connections necessary; • the commissioning, start-up, observation, technical commissioning and testing operations of the installations, in order to verify the achievement of the guaranteed performances and the acceptance of the works; • assistance with the handover of the installations to the Contracting Authority, the designated operator or any third party mandated by it, without this contract conferring on the Contractor a mission of operation or maintenance after acceptance, except for expressly provided contractual warranties.
