Germany – Staff development services – Rahmenvertrag über die Weiterentwicklung und Durchführung von Personalentwicklungsleistungen für die Bundesanstalt für Wasserbau (BAW), die Bundesanstalt für Gewässerkunde (BfG) und den Deutschen Wetterdienst (DWD)

The BAW intends, with this tender, to award a framework contract for a period of four years for the further development and implementation of human resources development services for the superior authorities BAW, BfG and DWD within the business area of the BMV. The BAW has one location in Karlsruhe and two locations in Hamburg. The main location of the BfG is in Koblenz, and the main location of the DWD is in Offenbach. The human resources development concept of the entitled authorities focuses on providing uniform and neutral support and guidance for managers, with particular emphasis on the collaboration between managers and employees. This includes typical topics from the field of leadership competencies, such as group feedback, conflict resolution, complex change processes, and working in a digital work environment. The contractor will, upon individual request, conduct training measures for the managers of the entitled authorities. The contractor will convey to the managers, as part of these training measures, a balanced mix of theoretical foundations and practical exercises. The exchange among managers is a key component of the measure. The training measures are usually conducted in and for a group of managers. In individual cases, the contracting authority may also request training measures for other target groups. This also includes orders for small groups and individuals. Furthermore, the contractor will conduct so-called team days, where managers and their organisationally assigned employees are accompanied in a joint learning and development process and jointly develop communication and organisational structures as well as processes. The contractor will also provide digital support services or integrate them into the training measures as needed. The learning content will be made available digitally. The trainings will have to be conducted in presence at various locations throughout the country. The virtual portion of the training content or modules is to be designed according to the needs of the managers or the contracting authority. The search and reservation of a suitable venue, including any necessary accommodations, will be handled by the respective requesting authority in the event of a contract. The lecturers responsible for the execution of the individual contract must have at least three years of practical experience in the field of conducting management training. No minimum acceptance quantity will be agreed. Similarly, the number of individual requests can vary each year over the four-year term of the contract.
