The contract is a comprehensive cost-based development-phase inclusive Design and Build contract (STk). In addition to a standard ST contract, there is a development phase between the client and contractor, where the aim, among other things, is to develop design solutions. The development phase is described in more detail in the tender documents. The tender does not require a preliminary construction plan to be attached. However, the contractor is responsible for the compliance of their tender solutions with the product requirements. During the development phase, the client and contractor continue to develop the construction plan in cooperation with the contractor. The development phase ends when the client makes a decision to move to the implementation phase. The contract includes approximately a four-month development phase, after which a decision is made on the implementation phase. During the development phase, the client pays the contractor for the development phase contract tasks and completed work hours and costs on a unit price basis, in accordance with the contract. The contract includes a development phase of approximately three to four months before the final construction plan is drawn up and construction work begins. During the development phase, the contractor and client have the opportunity together to:

- develop implementation solutions within the framework of the road plan and road plan modification plan and product requirements

- develop road plan solutions to be technically and economically better, taking into account the possibilities and risks related to the administrative process of road plan modifications

- develop the contract's product requirements to enable technically and economically better solutions

- develop the contract's implementation-related procedures and the client and contractor's cooperation methods

- prepare for the start of construction work and related plans and other documents

The client decides on the acceptance of the contractor's proposed changes and is responsible for the changes requiring amendments to the contractual documents. As a result of the development phase, a technically and economically optimized preliminary construction plan approved by the client and other documents required for the initiation of the first work phases are produced. The client makes a unilateral decision to move to the implementation phase, in which the contract price agreed at the time of the contract is replaced by the refined contract price in accordance with the changes agreed during the development phase. The contract includes "Vt 9 Tampere-Orivesi 1. phase, STk" design and construction to the extent defined in the project documents, including all road arrangements, equipment and devices to the extent defined in the documents attached to the invitation to tender. The contract includes the implementation of construction work in accordance with the requirements of the contractual documents, so that it also meets the technical functionality requirements set for it in the contractual documents.
