Within the framework of the award procedure according to VgV, a suitable office for the building services engineering (BSE) planning (plant group 1, 2, 3 and 8) is being sought for the implementation of the extension and new construction of the Sichelschule in Balingen. The City of Balingen intends to construct a new building on the site of the listed Sichelschule, Behrstraße 28 in Balingen, to fulfil the legal entitlement to full-day care for primary school pupils from the 2026/2027 school year onwards. This new building will cover the missing space requirements for the primary school and, at the same time, be used for the care of primary school children as a full-day school. The placement of the new building, as a standalone structure to the east between the main building of the Sichelschule and the former teachers' residence, and the adjoining Hermann-Berg kindergarten, connects the existing building ensemble, encloses the courtyard, utilises the existing structures such as the canteen, by directly "docking" onto it, and allows visual contact from the interior to the outdoor area/playground, which again simplifies the future care situation. Access can be gained both from below via Behrstraße and via a separate access road from above via Hermann-Rommel-Straße. To achieve the shortest possible routes and to ensure connection to the existing infrastructure, a bridge connection over two floors has been provided, which also creates a barrier-free access to the Sichelschule via the lift in the new building. Furthermore, the new building will be connected in the lower floor with the care rooms in the teachers' residence by a covered walkway in the landscaped courtyard. Oriented towards the educational concept, as well as the design requirements and conditions of the location, a freestanding, partially basemented 4-storey new building plus attic has been designed, which, in its form and design, modestly connects with the listed 100-year-old school, aligns with it and takes it into account. The design provides for a hybrid construction for the building, a mixture of reinforced concrete construction and timber construction, masonry, with extensive greening of the flat roof and the pitched roof is to be equipped with a PV system. The entire school campus is a listed monument. The school building and the teachers' residence are two separate listed monuments according to §2 DschG. The new building must be "docked" onto the Sichelschule with a connecting bridge, taking this into account. The connection to the old building will be coordinated in detail with the monument protection authority. Due to the topography, a retaining structure will be necessary as a slope retention measure in the direction of Hermann-Rommel-Straße. From a construction point of view, it must be assumed that there are limited/restricted areas for the construction site set-up. The construction site or the entire measure will take place during the ongoing adjacent kindergarten operation (KiGA Hermann-Berg) or ongoing school operation at the Sichelschule and care operation in the teachers' residence. The planning of the architectural services will be carried out by the Building Construction Authority Balingen. Two funding applications have already been submitted for the new building. The building application will be submitted in mid-2026 and made available to the bidders for the 2nd phase. According to the current status, the construction start is planned for spring 2027 and completion and settlement must be completed by the end of March 2029. Planning will begin immediately after the order has been placed. Currently, approximately 6.0 million EUR gross is budgeted for cost group 300 and approximately 2.6 million EUR gross for cost group 400. The total gross floor area is approximately 1,560 m² (UG: 340 m², EG: 420 m², 1st floor: 300 m², 2nd floor: 290 m², DG: 205 m²). The total gross volume is 7,450 m³.
