Belgium – Parking services – Concessie voor het beheer van het parkeren in de stad Halle - 1/1/2027 - 31/12/2028

The concession contract for the management of parking 1/1/2027-31/12/2028 (extendable 3 times) covers the management of parking on the territory of Halle: - the management of paid parking; - the full operation of paid parking on public roads; - the control of parking with limited parking time; - the correct use of residents' cards and parking permits for (non-)residents. Place of execution of the concession: City of Halle. The concession contract includes: 1. The control of parking at locations with blue zone regulations and paid parking in the city of Halle, according to the frequency determined in the present document (see III.2.4 of the present concession document). 2. The issuance and collection of retribution tickets for all parking offenses related to paid parking and the blue zone. 3. The preparation and distribution of residents' cards, parking subscriptions and visitor parking cards to the entitled parties and the transfer to the concession grantor of a list of data on the issued residents' cards. 4. Handling complaints related to the execution of this concession. 5. To allow the concession grantor to exercise the necessary supervision on the collections, all amounts collected under this concession will be deposited directly into a separate account in the name of the concession holder. 6. The delivery to the financial service of the city administration, by the end of the month following the month in which the retribution tickets were issued, of a detailed statement with the following information: a) The number of tickets issued per street b) A chronological excel list, sent by email to the financial service ([email protected]), with at least the following data: i) Date of the offenses ii) Day of the offenses iii) Time of the offenses iv) License plate number of the vehicle for which a retribution ticket was issued v) Location (street or parking) of the offenses vi) Total retribution due, with separate mention of transfer from the previous month. vii) Total of the collected amounts during the past month. viii) Total and detailed breakdown of disputed or not received within the deadline retributions 7. Advice on parking policy, communication, signage and road markings, innovative developments and location determination of parking meters. 8. The takeover of the existing parking meters at book value and the maintenance and repair of these parking meters. There are currently 85 parking meters in place, but the concession grantor has the right to reduce/increase this number during the term of the concession. To this end, the concession holder must remove, move or deliver new parking meters. An overview of the current parking meters is attached as Annex J to this concession document. 9. The takeover of existing investments at book value and the management of the parking on the OCMW site (located A. Demaeghtlaan) with a private parking lot of approximately 50 spaces. 10. The takeover of the existing parking sensors at book value and the maintenance and repair of these parking sensors at shop & go locations. There are currently 55 shop & go locations equipped with a parking sensor, but the concession grantor has the right to reduce/increase this number during the term of the concession. To this end, the concession holder must remove, move or deliver new parking sensors. An overview of the current shop & go locations is attached as Annex I to this concession document. Attention: This placement procedure/concession is not subject to the government procurement regulations (this is not a government procurement). With regard to the implementation rules, the Royal Decree of 25 June 2017 on the placement and the general implementation rules of the concession agreements (and later amendments) is declared to be voluntarily applicable to the present concession, but only to the extent that this is not deviated from in the concession documents (implicitly or explicitly).
