Framework Agreement for Technical Equipment Planning Services (Electrical Planning) for the State Building Authority Freising

Description of Tasks

1. Purpose and Scope of the Framework Agreement

This framework agreement for technical equipment planning services cannot specify fixed, concrete construction measures at the time of tender, to which this agreement will be applied in detail. The framework agreement is intended for the individual call-off of future planning services for measures of varying sizes within the catchment area of the State Building Authority Freising (see the attached list of properties for more information).

2. Project Sizes and Value Range

The framework agreement will be used for future construction measures of varying sizes. The billable costs for the respective individual orders will likely range from under 500,000 € to approximately 3,700,000 € in billable costs, depending on the specific measure. The framework agreement itself has an estimated total contract value (fee) of approximately 4,000,000 € net costs over the intended total duration.

3. Scope of Services and Remuneration

The framework agreement covers services for technical equipment planning – plant groups for high-voltage systems and telecommunications and information technology systems according to the German Fee Structure for Architects and Engineers (HOAI). The individual call-off generally includes HOAI service phases 1 to 9 (completely or in stages). The specific call-off and the exact scope of services will be specified for each measure and object in the respective individual order. The services may include, in particular:

• Planning of high-voltage systems (medium voltage, low voltage)

• Planning of telecommunications and information technology systems

• Involvement in electrical systems in connection with renovation, refurbishment, and new construction measures

• Coordination with building design, other specialist planning, and the client

• Consideration of existing systems and structures

• Involvement in cost estimation, scheduling, and tender preparation

• Involvement in tendering, awarding, and site supervision (construction supervision)

4. Technical Focus and Special Features

The construction measures for the individual call-offs will take place both in new construction and in renovations, maintenance, modernization, conversions, and extensions of existing buildings and systems, with a focus on conversions and renovations. When selecting bidders, particular emphasis will be placed on performance in the following areas, as some of the properties have high requirements and corresponding services can be called off in the short to medium term:

• Performance in the medium-voltage sector

• Performance in the area of application-neutral network cabling

These must be proven by the requested references. It is also expected that, as part of the individual measures, services related to monument protection will be provided, that they will take place within properties with special security requirements (federal and state properties, approximately 3,000,000 € federal and 11,000,000 € state – each billable costs), or that they must be implemented while operations are ongoing.
