The objective of the advertised service descriptions 'Civil Engineering and Transport Infrastructure' is to provide the planning services of phases 3 to 9 according to § 41 ff and § 45 ff HOAI 2021 for the redevelopment of the Casinopark. The contracting authority intends to award the services in two stages: Stage 1 includes phase 3 design planning and phase 4 approval planning. Stage 2 includes the partial services of phase 5 execution planning incl. phase 6 creation of detailed bills of quantities and phase 7 involvement in the tendering process, phase 8 technical and construction supervision and coordination of implementation, as well as completion, documentation and phase 9 commissioning. Stage 1 will be awarded with the contract. The awarding of stage 2 remains as an option for the contracting authority. Project issue: The contracting authority points out that a public participation and preliminary design planning has already been carried out in advance. In principle, the previously involved office can also participate in the tendering process. Instead, appropriate measures are taken according to § 7 Abs. 1 and 2 VgV to ensure that the competition is not distorted. In particular, the contracting authority will, during the tendering phase, give interested market participants the opportunity to view all the results of the previous planning services and all documents that have been made available to this market participant.
