One of the most significant projects in the structural transformation of the Lusatia lignite region is the establishment of a state university medicine facility as part of the "Innovation Centre University Medicine Cottbus" (IUC) project. The contracting authority (CA), the Medical University of Lusatia - Carl Thiem KöR (MUL-CT), pursues a unique profile nationwide with focuses on health system and care research as well as digitalisation and public health, to develop innovative care models for rural regions and to train doctors for Brandenburg. The CA intends to expand the former municipal Carl-Thiem Hospital (CTK) into a university hospital and digital flagship hospital. Starting in the winter semester 2026/27, the Human Medicine (State Examination) degree programme is to commence with a continuous increase to up to 1,200 study places; from 2028/29, Master's programmes will follow, including Advanced Nursing Practice, Health System Sciences and Medical Data Science. With full project implementation, approximately 4,500 employees will work at the MUL-CT. Research and teaching will also take place at approximately 80 chairs. The establishment of the university medicine facility is part of the regional transformation process of Lusatia. Central challenges, in addition to structural development, lie in digitalisation, transport links, and the creation of housing, social and cultural offerings. An innovative medical campus with high functional and urban planning quality standards is planned. The CA has developed a construction structure concept that forms the essential basis for the creation of the entire building substance required for the operation of the MUL-CT, divided into sub-projects, and at the same time enables operation and maintenance of healthcare provision in close networking with the research and teaching sector. The basis is an area-efficient and exclusively demand-driven space and functional programme. For the further course of the project, the CA requires support in the implementation of the master planning. This includes, in particular, the deepening and further development of the existing construction structure concept as well as the provision of planning services with the aim of creating a valid tendering basis for the further construction and planning services. The tasks associated with this are the subject of the present tendering procedure. In detail, the following services are involved, with the intention of awarding some services optionally: - Development of an urban design concept for the entire hospital and surrounding areas based on the existing construction structure concept (including preparation of all necessary documents, submission and support of a building pre-application) - Detailed planning of the research and teaching areas (construction phase 1a) including logistics centre and House 70 (construction phase 1b) - Preparation of a cost estimate - Optional only: Further support of the MUL-CT (in particular in the form of construction client advice as part of the further project implementation) after completion of the aforementioned services.
