Germany – Architectural services for outdoor areas – Erweiterung, Umbau und Modernisierung der Schule Stockheim – Leistungen der Objektplanung Freianlagen gemäß §§ 38 ff. HOAI - LPH 1-9
Description
The municipality of Stockheim plans to expand, renovate and modernise the school building in Stockheim. The renovation of the second school building in Reitsch is not economically viable. The aim of the measure is the future-proof structural, functional and pedagogical development of the existing school ensemble, taking into account current requirements for school buildings, all-day care and barrier-free and economical construction. Initial situation and project goal: The Stockheim Primary School consists of a grown building stock that only partially meets today's pedagogical, spatial and functional requirements. In particular, there are deficits in the areas of: -spatial organisation and flexibility of learning areas, -allocation and quality of community, all-day and canteen areas, -functional structuring of administrative and ancillary rooms, -barrier-free access and development, -technical equipment and energy standard. Against this background, a feasibility study has been prepared, which serves as the planning basis for further development. The project aims to further develop existing building structures, create additional space through extensions and functionally, pedagogically and technically reorder the school site. Pedagogical functional concept: The room and function concept is based on a contemporary pedagogical approach with open and flexibly usable learning landscapes. Among other things, the following are planned: -implementation of an office learning concept with different formats of open and individualised learning, -division of learning areas into year groups or learning clusters, -development of central communal areas ("Common Centre / Marketplace") as meeting and communication zones, -integration of differentiation, retreat and group work rooms, -functional allocation of special and subject rooms (e.g. manual work, music, research). The planning must take into account both the pedagogical objectives and the economical, sustainable and long-lasting use of the building. Scope of construction The project includes the following measures: -extension measures to create additional pedagogical and functional areas, -renovation and modernisation measures in the existing school building, -reorganisation and expansion of the canteen and all-day areas, -adaptation of administrative and service areas, -barrier-free development (e.g. vertical development, toilet facilities), -integration and adaptation of outdoor facilities, insofar as they are functionally related to the building. The measures are to be implemented in a sensitive structural and functional context and require careful coordination between new construction and existing structures. Planning and technical requirements In the course of the planning, particular attention must be paid to: -high requirements for functionality, durability and economy, -integration of modern technical building equipment into the existing structure, -consideration of energy, structural and building physics requirements, -compliance with the requirements for barrier-free access, fire protection and occupational safety. The planning should enable a robust, flexible and long-term suitable structural solution for school operations. Individual construction phases may be necessary. The milestones for the implementation of the project are as follows: -Start of services: Aug 2026 -FAG application Dec 2026 -Start of construction: July 2027 -Completion: April 2029 The total cost of the project (KG 200-700) is estimated at 12.7 million euros gross and is divided as follows: -KG 200 approx. 0.15 million euros -KG 300 approx. 6.32 million euros -KG 400 approx. 2.69 million euros -KG 500 approx. 0.82 million euros -KG 600 approx. 0.5 million euros It is intended to commission the following services with this tender: Services of the landscape design according to §§ 38 ff. HOAI LPH 1-9 The services will be commissioned in stages. Initially, in the 1st commissioning stage, the performance phases 1+2 according to § 38 HOAI will be commissioned. The performance phases 3-9 will be called up in stages. There is no legal entitlement to a full commission.
