Denmark – Construction work – Udbud af modnings- og bygningsentreprise i forbindelse med etablering af Vestsjælland Arrest

The present procurement concerns the award of a design and construction contract for maturation and construction works in connection with the establishment of Vestsjælland Arrest. The procurement is carried out as a negotiated procedure with publication of a contract notice, pursuant to Article 26 of the Defence and Security Directive (Directive 2009/81/EF of 13 July 2009), and thus includes a tender phase, in which only pre-qualified applicants have the opportunity to submit initial tenders. Danmarks Fængsler shall establish a new arrest facility in Slagelse. The facility shall be a modern and contemporary institution with detention and imprisonment places in a flexible structure, with safety and security that supports effective work processes for the benefit of both staff, inmates and visitors. The facility is established in an agricultural landscape with fields as neighbors to the north and east, while to the west there are smaller agricultural buildings and private homes and gardens. The facility is established on an area of approximately 34 Ha and in a relatively hilly terrain. Within the indicated project area, the terrain is hilly with over 28 m difference between the highest and lowest point. The buildings are established in one to two storeys, placed scattered on the site, connected by a road and path system. The buildings' total floor area is approximately 46,000 m2. The structure of the facility is distributed among the following main functions: entrance and goods functions, detention units, specially secured detention building, common functions (including employment, health and leisure facilities), staff functions and support functions. Further reference is made to Appendix 1 for a more detailed project description. The construction is tendered in two major contracts: one design and construction contract and one security contract. The present procurement concerns the design and construction contract. The tendered contract is not divided into sub-contracts. The contracting authority has, on the basis of economic and market considerations, assessed that it is not appropriate to make such a division.
