The subject of the procurement are medical rehabilitation aids for social and health care, as well as related supplies and services. The purpose of this dynamic procurement system is to enable cost-effective procurement of aids, related supplies and services, as well as to ensure their availability, range, and competitive pricing and quality. The procurement procedure is two-stage. To be able to submit tenders, the supplier must first submit an application to participate and be approved to the procurement system. After that, the supplier can submit tenders by responding to the procurement unit's invitation to tender. The procurement unit will carry out internal competitions in the procurement system as needed. Applications to participate can be submitted throughout the duration of the dynamic procurement system. All candidates meeting the suitability requirements will be included in the dynamic procurement system. Actual procurements are made through internal competitions within the dynamic procurement system, where the subject of the procurement is described and specified. Suppliers cannot participate in the internal tender competitions of DPS if they have not been approved to the procurement system. Submitting an application to participate and being approved to the procurement system does not oblige the supplier to submit a tender, but suppliers can submit tenders at their discretion. The procurement system is divided into the following classes: Class 1 Mobility aids Class 2 Transfer aids Class 3 Hygiene aids Class 4 Compression and support products Class 5 Wigs Class 6 Breast prostheses Class 7 Prostheses Class 8 Custom orthopaedic aids Class 9 Electric adjustable beds and pressure ulcer mattresses Class 10 Visual aids An application to participate can be submitted to one or more classes, and likewise, tenders can be submitted to one or more internal competitions. The dynamic procurement system for medical rehabilitation aids is open until 31.12.2031, unless it is shortened or extended by a separate notice. The internal tender competitions of the procurement system are carried out during the validity period of the system. The deadlines for the tender competitions are announced separately in the internal invitations to tender. The contracting authority may continue the validity of the procurement system with a new procurement notice. At the time of publishing the application to participate, the procurement unit estimates the VAT-exclusive estimated value of the planned procurements subject to the dynamic procurement system to be 6 million euros, taking into account all procurements that may be made in the system. The estimate is preliminary and is based on the procurement needs known at this time. The procurement unit does not commit to any procurement amounts or purchase obligations with this notice.
