Description

The City of Helsinki's Social Services, Health and Rescue Services Department is opening the fifth round of dynamic framework agreement for 24/7 service accommodation for under 65-year-old multi-disabled clients. The dynamic framework agreement for 24/7 service accommodation for under 65-year-old multi-disabled clients was established at the beginning of 2022. The Director of Helsinki City's Social Services, Health and Rescue Services Department's Hospital, Rehabilitation and Care Services made a decision on the matter on 22.11.2021 § 93. In this fifth opening of the dynamic framework agreement for 24/7 service accommodation for under 65-year-old multi-disabled clients, a service provider who has not submitted a tender or has not been selected as a service provider in the dynamic framework agreement, may submit a tender and be selected as a service provider. In addition, service providers already selected in this dynamic framework agreement may submit a new tender in connection with this opening for new operational units or sub-areas. This opening of the dynamic framework agreement includes a price review possibility:

- From the beginning of 2026, units selected in the dynamic framework agreement will have the opportunity to propose price reductions for the services for which they have a contract.

- Other units already selected in the dynamic framework agreement will have the opportunity to propose price reductions and increases for the services for which they have a contract.

- The price can only be reviewed in connection with the opening of the dynamic framework agreement, taking into account what has been agreed in the framework agreement regarding the grounds for price increases. If the price increase stated in the tender exceeds the maximum increase allowed by the dynamic opening conditions, the purchaser will review the price according to the conditions of the tender, and this does not require separate consent from the tenderer. In the opening of the framework agreement, in addition to the price, the quality of both the previously selected service providers and new tenderers in the framework agreement will be compared according to the conditions of the framework agreement. In connection with this 5th opening, the purchaser will collect quality comparison points from the most recent available RAI comparison data. Service providers already selected in the dynamic framework agreement will participate in the quality comparison by submitting a tender. The services to be procured are long-term service accommodation under the Social Welfare Act. The estimated service need during the contract period is a total of 200-300 service accommodation places. The procurement targets four (4) service types:

1. 24/7 service accommodation for physically and/or mentally disabled clients, mainly under 65 years of age, current and former substance abusers (target A) approximately 30-40 places during the contract period.

2. 24/7 service accommodation for physically and/or mentally disabled clients, mainly under 65 years of age (target B) approximately 200-250 places during the contract period.

3. 24/7 service accommodation for working-age clients, so-called young memory-impaired clients (target C) approximately 30-40 places during the contract period.

4. Part-time care for working-age clients, so-called young memory-impaired clients (target D) approximately 10-20 places during the contract period.

A more detailed description of the service and quality requirements is presented in the Service Description (Attachment 1).
