The district of Blumenthal is one of the most disadvantaged areas in Bremen. At its centre stands the listed, but largely unused former town hall for many years. It forms the heart of the Blumenthal redevelopment area designated in 2022 under the BauGB. The accessibility and layout of the building no longer meet the requirements for public use. However, its location, historical significance and urban design make it ideal for public use. The project "Democracy Site Revisited - Town Hall Becomes Neighbourhood House" aims to convert the historic town hall in Blumenthal into a centre for democracy promotion and community life. The overall project consists of two construction phases that follow each other in close succession or are planned in parallel: the conversion of the existing building (historic town hall) (1st construction phase) and the extension by an annex to the south of the existing building (2nd construction phase). In the new neighbourhood house, various departments (Social Affairs, Education, Health, Culture, Senate Chancellery and Interior) offer services and facilities on site. The reactivation of the town hall is one of the key measures of the integrated development concept (IEK) approved in 2023: The building significantly shapes the urban space, represents a central interface due to its location and is a "hinge" between the district centre and the developing Kämmerei Quarter on the approximately 40 ha site of the former Bremer Wollkämmerei. The new neighbourhood house is to be created as an ensemble consisting of the town hall, which is to be revitalised, and an immediately adjacent new building. The annex to be constructed must be integrated into the existing building in a manner appropriate to its preservation. Despite a comparably large building volume, the extension should be subordinate to the main building. The development axis (Campus Axis) running along the west side of the building serves as a pedestrian and cycle path connection between the centre of Blumenthal and the new Kämmerei Quarter. In front of the neighbourhood house, a square is to be created that offers a high quality of stay through appropriate design. The subject of the competition is therefore the architectural planning of the existing building and the new building as well as the open space planning of the remaining site areas incl. the planned neighbourhood square as part of the development axis (Campus Axis) running along the west side of the building. The planning area is located in a central location in the Bremen district of Blumenthal at Landrat-Christians-Straße 107, close to Blumenthal Market Square. The project is being funded as a measure under the federal programme "National Urban Development Projects". This funds nationally and internationally visible projects that provide clear impulses for the city, the region and urban development policy. They are characterised by a particular quality requirement ("premium quality") in terms of the urban development approach, the cultural aspects of building and participation processes. The planned project costs amount to approximately 8.85 million EUR (net) for the cost groups 300 - 500. Project milestones: - Start of planning: 04.01.2027 - Start of construction: 04.09.2028 - Planned completion of renovation: 01.09.2029 - Planned completion of extension: 01.05.2030 The procedure is carried out as a non-open, single-phase, architectural and open space planning implementation competition with a preceding selection competition and a subsequent negotiation procedure in accordance with the VgV. As part of the selection competition, 11 planning teams are to be selected as participants for the competition. In addition, 4 planning teams have been set as participants for the procedure. The competition committee of the Chamber of Architects of the Free Hanseatic City of Bremen has been informed of the content of this invitation to tender and has advised. The competition has been registered under the number 01/2026. The contracting authority is supported and advised in the operational implementation of this procedure by the office of D&K drost consult GmbH, Hamburg.
