The contract, the subject of which consists of the supply, implementation and maintenance of a time registration and personnel scheduling system for the staff of the City of Hasselt and entities linked to the city. The City of Hasselt includes both the municipal and OCMW services and the municipal primary schools, Knst., the care centre HOGEVIJF, the Jenevermuseum, the Modemuseum, the Stadsmus, the Japanese Garden, Domain Kiewit, the municipal swimming pool Kapermolen, the crematorium, the libraries BHL and Abdij Herkenrode. The local authority of Hasselt wishes to replace the current time registration system for the staff of the municipality and entities linked to the city. This involves approximately 1800 staff members with different statutes and work schedules. There are also several legal position regulations that may be in force. The system must be able to register and consolidate all time registrations within one logically integrated whole, regardless of statute, work schedule or legal position regulation. The local authority of Hasselt also wishes to replace the personnel scheduling system for the care centres of HOGEVIJF. As part of this tender, we want to prioritise the implementation of a personnel scheduling system for HOGEVIJF and out-of-school childcare. In the future, the planning should be able to be extended to other services such as the technical services of urban management, civil affairs, swimming pool, etc. HOGEVIJF and out-of-school childcare comprise approximately 400 staff members. The system must be integrated with time registration so that there is immediate data synchronisation and complete data consistency for both aspects. The City of Hasselt will act as a purchasing centre for the City of Hasselt, OCMW Hasselt, Crematorium NV, AGB Stadsontwikkeling Hasselt and all the autonomous agencies of the City of Hasselt and OCMW Hasselt. The entities linked to the city can use the services of this tender and this under the same conditions. The contract concerns: - The supply and implementation of an integrated software package for time registration and personnel scheduling; - The installation/implementation of this software package including migration/ conversion of necessary data from the existing package; - The preparation of all technical and organisational measures with regard to information security, GDPR and AI (where relevant) to comply with legislative requirements; - The integration of the new software package with software from, among others, personnel administration and payroll processing; - The maintenance and support of the software package; - The supply, installation and maintenance of physical clock-in or clock-out devices at various locations on the territory of Hasselt.
