The software to be procured, Legal AI Workspace, must support legal specialist work within the KfW Group by using generative artificial intelligence as a specialised working environment. The software will be used, in particular, for legal research, analysis and preparation of legal content, as well as for the (partially) automated creation, revision and structuring of documents and other legal work results. Users are the persons in the Legal Department as well as other specialist departments and subsidiaries in the KfW Group. A Legal AI Workspace combines large language models with specialised processing layers optimised for working with legal content. It differs from general AI assistants in that it brings together legal specialist processes in a uniform working environment and employs mechanisms that are indispensable for professional legal application. These include, in particular: the traceable anchoring of generated statements in verifiable sources, the structured processing of complex documents, and the rule-based checking of contract contents. The software must provide the following core functions. Legal research: The software must be able to answer complex legal questions based on relevant legal sources. Each generated statement must be traced back to concrete, verifiable sources (in particular, laws, case law, commentary literature) and made transparent to the users. KfW considers integrated access to curated legal databases to be a quality-enhancing feature. The software must also be able to work with documents provided by KfW and internal knowledge databases. Document analysis and contract evaluation: The software must be able to process and evaluate documents, including complex structured contracts, tabular content and scanned documents, without losing essential structural information. This includes the ability to systematically and completely compare contract contents against predefined review criteria. Text creation and draft support: The software must support the creation and revision of legal texts, in particular of contract drafts, memoranda and opinions. Suggested changes must be traceable directly in the document; the mere provision of generated text for manual adoption by the users does not meet the requirements. The software complements a general AI software already in use at KfW. The new software will be operated as a standalone tool and will use a model infrastructure provided by the contractor. It is expected that the software will achieve significant efficiency and quality improvements in daily legal advice, document creation and checking, and recurring legal standard tasks. Notwithstanding the provision of the software as a service (SaaS) and the possible granting of usage rights described in this document, the software must be provided in such a way that it at least meets the intended purpose. KfW must have at least the usage rights required to fulfil the intended purpose. The contractor is therefore obliged to provide the following services: (a) provision of software with the specified scope of functions, (b) implementation of a project to introduce the software, (c) operation as SaaS, (d) provision of additional services as required, (e) termination support.
