Romania – Railway construction works – ”Reabilitarea liniei de cale ferată Roman - Iași - Frontieră” - Faza 1. Electrificarea liniei Iași - Frontieră (proiectare și execuție)

Under the contract, design and technical assistance services will be provided by the designer, and the works for the implementation and achievement of the investment objective related to the "Rehabilitation of the railway line Roman – Iași – Border” – Phase 1 - Electrification of the Iași – Border line will be executed. The proposed and necessary works to be executed are detailed in the Presentation Memorandum “Rehabilitation of the railway line Roman – Iași – Border” – Phase 1 - Electrification of the Iași – Border line”, drawn up by the Association TPF Inginerie S.R.L. – I.S.P.C.F. S.A. and approved with the opinion CTE CN CF “CFR” SA no. 88 of 23.12.2024, part of the award documentation. The duration of the contract is 89 months, from the date specified in the Order of commencement and until the date of final acceptance, of which: 27 months Duration of contract execution, 60 months the warranty period granted for the works and 2 months from the end of the Warranty Period - Closure Period. The contract execution duration, 27 months, will include: I. Design of the works (9 months):  PT Part I - Branch DTAC-6 months  PT Part II – Branch PTE-9 months NOTE: DTAC and PTE have been developed simultaneously from the Start Date notified in OÎ, the DTAC branch has a duration of 6 months, and the PTE branch has a duration of 9 months. Therefore, the maximum Design period is 9 months. II. Actual execution duration of the works (18 months), including the performance of the tests and technological tests, obtaining the “CE” Verification Certificate for the structural subsystem ENE and Acceptance upon completion of the works; Operators are recommended to visit and examine the work site, including the surroundings, and to obtain all the information that may be necessary for the preparation of the offer. The Operator will take all measures to avoid the occurrence of any accidents that may result in the death or physical injury of a person and/or the loss or damage to property, the responsibility for which will be fully assumed in the event of such events. The Operator will bear any expenses, losses or damages resulting from the visit to the work site. It will be considered that the tenderer who will award and sign the Contract has inspected and examined the work site, its surroundings, data and other available information and that he was satisfied, before submitting the Offer, with all relevant aspects, including but not limited to the following: (a) the form and nature of the Site, including underground conditions; (b) hydrological and climatic conditions; (c) the volume and nature of the activity as well as the goods necessary for the design, execution, completion of the works and remedying any defects; (d) requirements related to access roads, accommodation, facilities, personnel, energy, transport, water and other services. During the period in which clarifications can be requested, respectively 21 days before the deadline for submission of tenders, Operators wishing to visit the site will notify their intention and will transmit to the Procedure Organiser with a minimum of 48 hours in advance, the names of the delegates. The procurement procedure organiser will confirm with 24 hours in advance to all economic operators who have declared their intention to participate with tenders in the procedure, the possible details regarding this. Note: Number of days until which clarifications can be requested before the deadline for submission of tenders: 21 days before the deadline for submission of tenders. The contracting entity will respond to requests for clarification on the 14th day before the deadline for submission of tenders (the contracting entity responds to clarifications in one day). The contracting entity will respond only to requests for clarification addressed by economic operators up to the deadline set.
