For the Förderzentrum Förderschwerpunkt Hören, the ensemble of buildings from 1986 to 1990 at Musenbergstraße 38 in 81929 Munich is to be comprehensively renovated and a replacement new building for building 3 is to be constructed. The uses of the total of 4 school buildings include primary and secondary school with all associated specialist rooms, rooms for all-day care, seminar rooms, auditorium, Pedagogical-Audiological Advisory Centre and a gymnasium and swimming pool. Interim buildings are to be created for the primary and secondary school and the gymnasium for the construction phases. For organisational reasons, the measure will be divided into two construction phases. Comprehensive renovation TUS + FÖZ 1+2: The school buildings and the gymnasium and swimming pool have a considerable need for renovation. Leaky roofs, weathered and damaged facades, outdated technology and stressed surfaces both inside and outside the building are the causes of a urgently necessary comprehensive renovation. The administration of the Bezirk Oberbayern intends to plan a comprehensive renovation with new construction that enables sensible use, meets contemporary ecological requirements, meets architectural demands and allows an economical implementation of the measure. The space programme includes all rooms for the primary and secondary school, all-day care and the advisory centre (PAB). An allocation to the respective existing school buildings and the planned new building was already made in the preliminary investigation coordinated with the school. The gymnasium and swimming pool includes, in addition to the 3-fold gymnasium with its ancillary rooms, a swimming pool with a lifting floor. The space programme of the Förderzentren comprises around 3,710 m² of usable floor space NUF 1-7. The gross floor area comprises approx. 6,000 m². The usable floor space of the gymnasium and swimming pool is 1,680 m² (NUF 1-7) and a gross floor area of approx. 3,600 m². An educational supervision assessment was obtained from the Regierung von Oberbayern for the new requirement. Copyright issues must be taken into account for the implementation of the renovation measures. Replacement new building FÖZ3: The building Förderzentrum 3 does not appear suitable for the future space programme due to its building structure and size. It is to be checked in the planning process whether it is replaced by a new building or whether the new space requirement is met by extending and adding a storey. The Pedagogical-Audiological Advisory Centre, all-day care and specialist rooms for domestic science are to be accommodated here. The technical centre (district heating, drinking water) for the entire site is located in the basement. These must be preserved both structurally and technically to maintain the overall supply. The replacement new building is also to connect to the existing underground car park and courtyard in the basement. A central requirement for this planning will be to take into account the design quality of the built environment and to put the planning into an appropriate relationship. The space programme comprises around 1,200 m² of usable floor space. According to current case law, the demolition of FÖZ 3 is conceivable from a copyright perspective if retention is unreasonable in the weighing of interests. In the opinion of the Bezirk Oberbayern, the interest in change clearly outweighs the copyright interest in preservation on the basis of the educationally evaluated space programme, so that demolition and replacement new construction is permissible. Interim buildings: During the comprehensive renovation of the Förderzentren 1, 2 and 3 in the first construction phase, the primary and secondary school +PAB is to move into an interim building.
