The subject of the order is: the provision of a security service for persons and property of the Wojewódzki Szpital Zespolony im. dr. Romana Ostrzyckiego in Konin, located at ul. Kard. S. Wyszyńskiego 1 and ul. Szpitalnej 45, including the security of persons and property of the Szpitalny Oddział Ratunkowy at ul. Szpitalnej 45, 24/7, every day of the week, as well as the operation (security and management) of the reception/information/cloakroom at ul. Kard. S. Wyszyńskiego 1, and the reception/information/cloakroom/telephone exchange at ul. Szpitalnej 45. The security is provided by three permanent posts and patrol posts, and in the event of a threat, they are supported by intervention groups. 2. The subject of the order and the conditions for the implementation of the Subject of the Order are described in detail in Annex No. 2 to the SWZ (Description of the subject of the order). 3. The Purchaser does not allow the submission of partial offers. The subject of the order has not been divided into parts (packages). For reasons of expediency, organisational and due to the nature of the subject of the order, the Purchaser does not allow the submission of partial offers. The implementation of the order with a division into parts would result in excessive technical and organisational difficulties, as well as excessive costs of order execution and would lead to the creation of excessive difficulties related to the coordination of the actions of different contractors. 4. The Purchaser intends to award the order in accordance with Article 214(1)(7) of the Pzp Act. The subject of the order will be services falling within the scope of the basic order, the scope of which is described in detail in Annex No. 2 to the SWZ, with a total value not exceeding 595 627,50 zł gross. The order will be awarded on a discretionary basis following negotiations, the subject of which will be the price. In the remaining scope, the services will be provided on the terms specified in the basic agreement. 5. The conditions for the implementation of the subject of the order are also included in the draft provisions of the agreement, constituting Annex No. 3 to the SWZ. 6. The minimum guaranteed level of service value, for which the Purchaser undertakes to award, has been specified in the draft provisions of the agreement, constituting Annex No. 3 to the SWZ. 7. The Purchaser does not allow the submission of alternative offers. 8. The Purchaser does not allow the use of the right of option. 9. Provisions relating to ICT products, services and processes 1. If the subject of the order covers or may cover an ICT product, ICT service or ICT process, the provisions of this section shall apply. 2. The Contractor is obliged to submit, together with the offer (within the subject matter evidence), a list of offered ICT products, ICT services and ICT processes ("ICT list"), including data enabling their unambiguous identification, in particular to provide: the name of the solution, the type of ICT (product/service/process), the manufacturer or supplier, the implementation model or the form of provision and the function performed within the order. 3. The ICT list referred to in paragraph 2 shall be prepared according to the form of the form constituting Annex No. 16 to the SWZ. 4. The Contractor submits a declaration that, as of the date of submission of the offer, his offer does not include: a) an ICT product, ICT service or ICT process indicated in the recommendation, referred to in Article 33(4) of the Act of 5 July 2018 on the national cybersecurity system, stating their negative impact on the basic interest of the security of the state, b) an ICT product, the type of which has been determined in the decision on recognising the supplier as a high-risk supplier, referred to in Article 67b(15) of the Act of 5 July 2018 on the national cybersecurity system, or an ICT service or ICT process specified in that decision. 5. It is not permissible to offer ICT products, ICT services or ICT processes indicated in the recommendations or decisions issued on the basis of the Act on the national cybersecurity system, referred to in paragraph 4. The submission of an offer including such solutions will result in its rejection on the basis of Article 226(1)(17) or (19) of the Public Procurement Law. 6. In the event that, after the submission of the offer or during the implementation of the agreement (if concluded between the Purchaser and the Contractor), any of the offered ICT product, ICT service or ICT process is covered by a recommendation or decision, referred to in paragraph 4, the Contractor is obliged to immediately inform the Purchaser and cooperate with the Purchaser in developing adaptation measures, including the possible exchange or modification of ICT solutions, on the terms specified in the agreement. 7. The Purchaser reserves the right that the evaluation of offers in terms of meeting the requirements related to ICT and the possible presence in the offer of ICT products, services or processes indicated in the recommendations or decisions, referred to above, will be carried out with the participation of the organisational unit responsible for the Purchaser's teleinformatics systems.
