Denmark – Refuse incineration services – Offentligt udbud vedrørende modtagelse og behandling af forbrændingsegnet affald for Vejen Kommune

Vejen Kommune – hereinafter referred to as the Contracting Authority – announces its requirement for the reception and treatment of incineration-approved waste. The present tender concerns the reception and treatment of incineration-approved waste from households and businesses located in Vejen Kommune to an environmentally approved reception facility. The incineration-approved waste is distributed among residual waste from citizens in Vejen Kommune, small and shredded combustible waste from the municipality's recycling centres, and possibly from businesses located in Vejen Kommune. The estimated quantity of waste is approximately 7,000 tons of incineration-approved waste per year. In 2025, the quantities were distributed as follows: • Residual waste from households 4,393 tons • Small combustible from recycling centres 1,675 tons • Large shredded combustible from recycling centres 932 tons. There may be seasonal fluctuations in the amount of waste. The quantities and percentage distribution indicated are therefore indicative and are based on historical data, and thus cannot be taken as an expression of a guaranteed future turnover. Transport of incineration-approved waste and shredding of large combustible waste are not included in the present tender, as these services are offered separately. The maximum quantity of the framework agreement is +20% for incineration-approved waste. The tender is not divided into sub-contracts. The framework agreement is offered as one single agreement for the entire described service. The reason for this is that the task constitutes a single and uniform service, which is best handled in a single agreement. A division of the framework agreement is assessed to result in loss of economies of scale, increased contract administration, and higher costs for the Contracting Authority. At the same time, it is estimated that the market can deliver the full service under one, and that a division will not increase competition or quality. This lack of division is in accordance with the Public Procurement Act § 49, subsection 2, as the Contracting Authority has thus justified why the framework agreement is not divided.
