The city of Erkelenz is preparing, after around 25 years, the complete revision of the land use plan. The development reserves provided for in the current FNP of 2001 are largely exhausted; remaining potentials are only available to a limited extent or cannot be developed due to technical restrictions. In addition, considerable sub-areas are affected or claimed by lignite mining. For the areas that will no longer be affected by open-cast mining in the future, there is a fundamental need for adaptation. The revision is taking place against the background of changed social, economic and ecological framework conditions, new legal requirements and the legally binding objectives of the Regional Plan Cologne, which will come into force at the end of 2025. Land-use plans are to be adapted to the objectives of spatial planning in accordance with § 1 (4) BauGB; the existing FNP no longer meets these requirements.
