Belgium – Sewer cleaning services – DIHEC-26-IDELUX-008 : Curage Bassin d'Orage BO1d'Arlon

The present service contract aims to carry out the work necessary for the complete desilting and cleaning of the stormwater basin BO1 located in Arlon, on behalf of IDELUX Eau. The services include, in particular: • the installation, preparation and organisation of the site; • the provision of all human, material and technical resources necessary for the execution of the services; • the opening of the concrete slabs at the level of tracks 1, 2, 3 and 4, in order to allow access and the removal of the sludge; • the installation of removable steel cofferdams to replace the opened slab sections, ensuring the closure of the tracks and maintaining the operating conditions of the basin; • the pumping, suction, desilting, handling and cleaning of the sludge accumulated in the basin; • the removal of non-polluted sludge by means of tanks and sealed bins, according to their nature and physical state; • the transport of the sludge to the treatment lines or duly authorised centres; • the treatment and valorisation or disposal of the sludge in accordance with the applicable regulations; • the cleaning of the walls of tracks 1, 2, 3 and 4; • the complete cleaning of tracks 5 and 6; • the cleaning of the various surfaces, gutters, structures and equipment concerned by the desilting operations; • the collection and management of the waters generated by the cleaning and desilting operations; • the implementation of all necessary safety measures, in particular for interventions in confined spaces and in areas likely to have a dangerous or potentially explosive atmosphere; • the implementation of all measures necessary to protect the environment, prevent nuisances and ensure the safety of workers; • the restoration and cleaning of the affected areas upon completion of the services. The estimated amount of sludge to be removed is approximately 1,500 tonnes. This estimate is subject to change depending on the actual quantities found during the desilting operations. As a guide, the sludge is estimated to be approximately 30% in liquid form and 70% in solid form. The quantities listed in the inventory are the presumed quantities used to establish and compare offers. The successful tenderer is responsible for providing all human, material, equipment, vehicles, pumping and suction devices, transport and treatment means necessary to complete the services. The services are carried out in accordance with the contract documents, rules of the art and all applicable legal and regulatory provisions, particularly in matters of safety, transport and waste treatment, environmental protection and prevention of risks related to confined spaces. The objective of the contract is to enable the complete desilting and cleaning of the stormwater basin BO1, in order to restore its useful hydraulic capacity and ensure its proper functioning under normal operating conditions.
