Description

The concessionaire will be responsible for operating, maintaining, renewing, and developing, at its own risk and expense, under the conditions set out in the concession contract, the facilities and equipment for receiving and distributing hydrocarbons, as well as the oleo networks, for Paris-Orly Airport. Aéroports de Paris will make available to the concessionaire the reception, dispatch and oleo networks. The concessionaire will be responsible for the custody of the sites, works, facilities, and generally all the assets handed over by Aéroports de Paris, under the conditions set out in the concession contract sent to the selected candidates. In this regard, the concessionaire will be responsible for the project management of the works on the aforementioned facilities and equipment.

Duration of the concession: The concession contract will come into effect upon signature and will be concluded for a 17-year and 3-month operating period starting from 1 January 2028. This period may be extended under the conditions set out in the concession contract sent to the selected candidates and in accordance with the applicable provisions of the public procurement code. This duration is set in accordance with Article L. 31147 of the public procurement code, under which concession contracts are limited in duration according to the nature and amount of the services or investments to be carried out.

Financing arrangements: The agreement is concluded under the concession regime, under which the concessionaire assumes the economic risk associated with the activity granted. The concessionaire remunerates itself through the operation of the reception and distribution equipment and facilities, from the oil companies that distribute aviation fuels to the aircraft of the airlines operating at Paris-Orly.

The consultation includes a mandatory option: the development of the use of sustainable aviation fuels (Sustainable Aviation Fuel, or SAF).

The submission of the complete Consultation File (DCE) to the candidates invited to tender will be subject to the transmission of the signed confidentiality agreement, attached to this notice and downloadable from the site https://fournisseurs.aeroportsdeparis.fr.

The term "Contract" and "Framework Agreement" in this form should be replaced by the term "concession".
