A sector dialogue and market survey have revealed that currently, there is no high-performance gigabit infrastructure with an offer of corresponding telecommunications services available throughout the contracting authority in accordance with the goals of the Gigabit Framework Regulation 2.0, and it will not be available in the coming years. Therefore, the contracting authority has applied for funding for a comprehensive gigabit rollout under the viability gap model within the framework of the directive "Funding to support the gigabit rollout of telecommunications networks in the Federal Republic of Germany - Federal Gigabit Guideline 2.0 (Gigabit-RL 2.0)" of 31 March 2023 in the version of the amendment of 13.01.2025 ("Gigabit-Richtlinie 2.0") and has received the notice of the final amount of the grant. The funds provided in this funding programme under the viability gap model (hereinafter: funds) are to be passed on by contracting authorities to telecommunications companies in the sense of EU state aid law as investment cost subsidies for the construction and operation of gigabit networks.
