VTK Kiinteistöt Oy requests a time-based and ceiling price tender from you for the information modelling coordination services for Varia Hiekkaharju, in accordance with this tender notice and its annexes. The procurement is conducted through an open procedure. The City of Vantaa has prepared a needs assessment and project plan for the subject. VTK Kiinteistöt Oy will procure and implement the project's design and construction until completion. The project's contract type is a project management contract, noting that the designers are in a contractual relationship with VTK Kiinteistöt Oy for the entire duration of the project. Vantaa Vocational College Varia, Hiekkaharju Campus is located at Tennistie 1, 01370 Vantaa. The renovation of Varia Hiekkaharju is part of a broader development strategy for Varia's premises network. Currently, Varia provides vocational education in four campuses: Hiekkaharju, Koivukylä, Myyrmäki and Aviapolis. In the future, educational activities will be centralized to three campuses: Hiekkaharju, Vehkala and Tikkurila competence campus. VTK Kiinteistöt Oy owns all three properties and acts as the responsible party for project development and construction. After renovation, the Hiekkaharju campus will have a total of 1,540 student places. The project's building complex is approximately 23,500 m2 in size and is used by the security sector, mechanical and production engineering, building services engineering, construction, cleaning and property services, surface treatment and catering. The Varia Hiekkaharju building complex consists of three parts: - The original old building (built in 1963), approximately 11,350 m2 in size. - The extensions (completed in 2006), approximately 12,150 m2 in size. - The new section to be built during the renovation, approximately 1,000 m2. The original old section requires extensive repairs in places and the building is protected in the detailed plan with the notation SR 5. Extensive PTS repairs will be carried out for the extension, and for example, the building services systems will be updated to meet current needs. The aim is to enable internal shared use of the spaces in such a way that it supports functional cooperation and also increases the utilization rate of the spaces during evenings. The varied space requirements of the vocational college's teaching areas and the shared use of spaces between the building's users also set requirements for the spaces' usage objectives. The project's content and scope will be specified during the project. The starting point for information modelling coordination is that the building, structural and electrical designers have started their general design work in April 2026. The architect has drawn up the entire site's building design inventory model based on a point cloud. The project uses the Cintoo platform for managing and sharing point cloud data with designers. The information modelling coordinator's task is to coordinate the project's information modelling design from the general design phase to the end of the project in accordance with YTV 2012 part 11 (Annex 5). At the start of the assignment, the information modelling coordinator's task is to draw up an information modelling plan for the project and refine it at the start of the following project phases in cooperation with the chief and other designers. The information modelling plan is based on the requirements of YTV 2012 and includes the project's information modelling objectives, usage objectives and general principles, the responsibilities and tasks of the parties, the content requirements of the information models with their accuracy levels, quality assurance procedures and the modelling schedule. The information modelling coordinator's task is to organize information model integration meetings for designers, compile a composite model from the designers' IFC models, check the quality of the models and perform clash detection and report the results to the client and the design team. The information modelling coordinator's task is to ensure that the project phase information models are stored in the project bank in IFC and native format and composite models in *.SMC format (Solibri) or another equivalent format according to the agreed modelling schedule. Unlike the project schedule in the annex, the information modelling coordinator's task is to participate in five (5) meetings (covering design, chief designer and user meetings), organize and lead 35 information model integration meetings and maintain the information modelling task list in an agreed manner. Unlike the project schedule in the annex, participation in meetings and workshops via remote connection is permitted. The phases of the project's planned preliminary project schedule are presented below: - Project plan update and decision-making (5/2025–1/2026) - Procurement of designers (12/2025–6/2026) - General design (4/2026–1/2027) - Detailed design (2/2027–2/2029) - Procurement of contractors (6/2026–1/2027) - Construction preparation (2/2027–4/2027) - Construction (5/2027–5/2029) - Furnishing and user modifications (6–8/2029) - Commissioning (8/2029). The project is designed based on information modelling. The KSE 2013 conditions are followed in the work, with the exceptions stated in the tender notice and the agreement. The design documents are drawn up in Finnish.
