In accordance with Article 28 of Law 9/2017, of 8 November, on Public Sector Contracts, the proposed contract is necessary for the fulfilment of the institutional purposes of the Confederación Hidrográfica del Segura, O.A., as it allows for the availability of updated information for the monitoring and review of hydrological planning. Among the functions of the Office of Hydrological Planning established by Royal Decree 984/1989, of 28 July, which determines the organic structure dependent on the Presidency of the Hydrographic Confederations, the task of "collection and, where appropriate, the performance of the necessary work and studies for the preparation, monitoring and review of the Hydrological Plan of the basin" stands out. Among the information made available to society from the Basin Hydrological Plans, the characterisation of the state of surface water bodies and groundwater is found. Thus, the availability of frequent measurements is considered fundamental for their adequate characterisation in order to draft the Hydrological Plan of the Segura Hydrographic Demarcation of the fourth cycle corresponding to the years 2028-2033. Similarly, through the annual monitoring reports of the hydrological plans, the state of the water bodies is updated from the Office of Hydrological Planning, so that the measurement of spring flows and levels in wetlands becomes essential for the updating of the initial data of these monitoring reports. With all this, the new contract is necessary to continue the control work initiated by the Confederación Hidrográfica del Segura in 2006, through the measurement of flows in springs, piezometric levels in wetlands and cryptowetlands, scale readings in lagoons and analysis of physicochemical parameters. These data are necessary for the monitoring of the current Hydrological Plan, the preparation of the Hydrological Plan of the fourth cycle 2028-2033 and the assessment of the effects of prolonged drought on springs, wetlands and ecosystems dependent on groundwater. Consequently, it is necessary to contract specialised technical assistance for the performance of periodic measurement, control and reporting campaigns in the network of springs and wetlands of the Segura Hydrographic Demarcation during the period 2026-2028.
