Due to the Daycare Promotion Act passed by the Federal Government, there is a legal entitlement to full-day care. From August 2026, initially all primary school children in the first grade will have a legal entitlement to full-day care. This entitlement will be extended by one grade each year, so that from August 2029, every primary school child in grades one to four can be cared for full-day. According to the current school development plan of the city of Friedrichsthal, as well as the forecast figures of the Ministry of Education, an average number of around 230 pupils is expected. If the facility is used by two-thirds (realistic utilisation rate) of the pupils daily until 17:00 ("long group"), 6 group rooms will be needed. Since the spatial capacities at the school location Bismarckschule are exhausted, the entire afternoon offer must be accommodated in the planned extension building in the future. To determine the needs at the school location in general and to incorporate them into the designs and construction phases, a participation process (Phase zero) with representatives of the school, the administration, and the full-day care was placed before the actual planning process, also to meet contemporary pedagogy. Due to the funding guidelines of the Full-Day Expansion Investment Programme (Ministry for Education and Culture), the following space programme was developed: 6 group rooms, 1 dining room (eating in two meal rounds), 1 serving kitchen, 4 WC (girls, boys, disabled, staff), 1 team room FGTS, 1 school social work, 1 caretaker, 1 first aid, 1 technical room, storage rooms. The two-storey building is to be equipped with a lift to ensure barrier-free access. The corridors, which are to be provided due to the escape routes, should also be usable for children's activities. The project is also funded by the school construction programme BAUSTEIN of the Ministry of the Interior, Building and Sport from 05.03.2024. Energy efficiency measures that meet a corresponding KfW standard will be funded from the Transformation Fund. To conserve resources and promote a circular economy, the use of sustainable materials and the recyclability of building materials is desirable. Participation in the above-mentioned funding programmes requires the creation of a HU building. According to the funding guidelines, the project must be completed by 31.12.2029. By this date, all final invoices must be submitted and all trades settled. A new building is planned to accommodate the afternoon care for the Bismarckschule. For this purpose, planners are being sought to provide the following services: project planning, structural design and planning of the technical equipment. The Bismarckschule (primary school) in Friedrichsthal currently consists of three different buildings: the gym, the original school building from the 1920s and the later addition from the 1970s. The afternoon care is to be accommodated in a new building, which complements the existing ensemble and encloses the schoolyard on the side that is still open. To further specify the project, phases 1-3 of the project planning have already been completed. The prepared planning documents are part of the viewable tender documents (plans, attachments). A two-storey flat roof building with extensive roof greening, a PV system and a heat pump on the roof is planned. The foundations are to be provided as individual or strip foundations (depending on the load-bearing capacity of the soil). The building structure is to be designed as a timber frame construction, with the floor slabs to be made of a hybrid timber-concrete construction. The facade is to be designed as a coloured timber facade made of local larch/pine wood as a vertical cladding (or similar). The floor-to-ceiling windows and doors are to be designed as timber-aluminium elements in the facade with external sun protection (roller shutters). Two bridges are attached to the south and north sides, which serve for shading and as maintenance walkways. Access to the building is via the schoolyard at the facade. On the ground floor, there is a large dining hall with a kitchen as a communal "main room". The room programme on the ground floor is supplemented by further group rooms, which are dimensioned in such a way that they can also be used as school classrooms. This also applies to the group rooms on the 1st floor. The common room located on the upper floor serves various leisure activities for the afternoon care. Two social rooms are connected to the room via a glass wall and serve for individual care and counselling. The large common room can be converted into group rooms or classrooms by flexible partition walls. A wooden staircase and a lift are used for vertical access. A second escape route is ensured via an external emergency staircase. Apart from the sanitary, kitchen and supply areas, which are to be equipped with tiles, all rooms are to receive a linoleum floor. The walls are to be designed either with a wooden surface or as a painted plasterboard wall. Acoustically effective Heraklith panels are mounted on the ceilings in the main rooms. Sanitary rooms are located on both the ground floor and the 1st floor. The building services equipment is to be reduced to the necessary minimum, while adequate cooling/heating/ventilation must always be ensured. A supply with a heat pump, a PV system with storage function and a hot water supply by under-counter appliances is planned. The building must achieve at least an energy efficiency value of 40. Attention should be paid to the use of sustainable raw materials.
