France – Rolling stock – Acquisition de Matériel Roulant Z2N NG

This consultation concerns the award of a Contract for the design, construction and delivery of Z2N NG Electric Multiple Units and the elements enabling their operation and maintenance by any railway company. The order volume is three hundred (300) Electric Multiple Units, for a maximum contract value of eight billion twelve million euros, excluding tax (8 012 M Euros HT), including fifty-two (52) Electric Multiple Units in the Firm Lot and a maximum of two hundred forty-eight (248) Electric Multiple Units in Optional Lot(s). The maximum amount of the aforementioned Contract, as well as all amounts defined in the DCE, are expressed according to the economic conditions defined in the CPS (September 2025). A notice was issued on 18/12/2024 to inform potential candidates of the launch of a consultation on this subject (Notice OJEU 7794932024 and Notice BOAMP 24142116). The Buyer is a purchasing group formed between Île-de-France Mobilités (IDFM) and SNCF Voyageurs, each a contracting entity, with IDFM as coordinator. The Contract is a single-source framework agreement with purchase orders under Article L2125-1 1° of the Public Procurement Code and pursuant to Articles R2162-1 to R2162-14 of the Public Procurement Code. The Contract is divided into Lots pursuant to Articles R2113-4 to R2113-6 of the Public Procurement Code. It is concluded with a maximum threshold per Lot, in accordance with Article R2162-4 1° of the Public Procurement Code. The Lots dividing the Contract's services are at fixed or unit prices on purchase orders. This Contract includes one Firm Lot and four (4) Optional Lots as follows: A Firm Lot (TF) for the fixed-price portion including: The studies, manufacture, testing, delivery, commissioning and commissioning of fifty-two (52) Electric Multiple Units, including the associated general and specific warranties; The studies, manufacture and supply of Options associated with these Electric Multiple Units; The integration, installation and testing studies of all onboard equipment, whether supplied by the Contractor or the Buyer; The supply of Specific Maintenance Tools; The supply of study, operation and maintenance documentation associated with the Electric Multiple Units and maintenance tools, as well as training for operation and maintenance; The supply of a fixed-price spare parts kit (LAI) for all the Electric Multiple Units in this Lot, as defined in the logistics support specification of the CDC; The after-sales service for the Electric Multiple Units in this Lot, within the various maintenance facilities of the Buyer. In addition to these fixed-price services, the Buyer may order additional services associated with this Firm Lot by purchase orders as needs arise (e.g. Option, Amendment, training, mock-ups, etc.). The maximum amount of the Firm Lot is one billion four hundred sixty-one million euros, excluding tax (1 461 M Euros HT). An Optional Lot (TO1) with purchase orders, corresponding to the order by IDFM of Electric Multiple Units and the associated Support Elements, for a maximum of one hundred ninety-eight (198) Electric Multiple Units and within the limit of an amount of four billion ninety-four million euros, excluding tax (4 094 M Euros HT). An Optional Lot (TO2) with purchase orders for the specific needs of IDFM, formalised by IDFM or any economic operator designated by IDFM contributing to a public passenger rail transport service of which IDFM is the organising authority and using the Rolling Stock, corresponding to the supply of a set of complementary maintenance and logistics support services, within the limit of an amount of one billion two hundred twenty-five million euros, excluding tax (1 225 M Euros HT). An Optional Lot (TO3) with purchase orders, corresponding to the order by SNCF Voyageurs of Electric Multiple Units and the associated Support Elements, for a maximum of fifty (50) Electric Multiple Units and within the limit of an amount of nine hundred eighty-six million euros, excluding tax (986 M Euros HT). An Optional Lot (TO4) with purchase orders for the specific needs of SNCF Voyageurs or a Dedicated Company, formalised by SNCF Voyageurs or by a Dedicated Company, a direct or indirect subsidiary of SNCF Voyageurs, corresponding to the supply of a set of complementary maintenance and logistics support services, within the limit of an amount of two hundred forty-five million euros, excluding tax (245 M Euros HT). This consultation is not subject to a split. The duration of the Contract begins on its notification date and ends upon completion of the services and the various warranties. The period corresponds to the duration during which orders can be notified. The duration is estimated at 23 years and will end no later than 31/12/2052. Pursuant to Article L2125-1 1° of the Public Procurement Code, the duration of the framework agreement exceeding 8 years is justified by the object of the Contract, which requires heavy time investments to launch the production and delivery of the Rolling Stock by the industrial companies. The Contract cannot be renewed. Specific performance conditions referred to in Article L2112-2 of the Public Procurement Code are specified in the Contract. The Contractor has, in particular, obligations in terms of social and environmental matters related to the performance of the Contract.
