Germany – Construction project management services – Projektmanagementleistungen – „Neubau Bildungszentrum Weilheim“ als Rahmenvereinbarung

The contracting authority intends to construct an educational centre on the plots with the plot numbers 2321/3, 2321/4, 2321/5, 2322, 2323 and 2323/2, in the municipality of Weilheim in Oberbayern. At the time of award, there is no development plan for the plots. Due to the financing of the educational centre, it may be necessary to implement the realisation (planning and construction) of the individual buildings in construction phases, which can be several years apart. The construction project is a grant-funded construction measure promoted by the Federal Government and the State, based on the "Joint Guidelines for the Promotion of Inter-Company Vocational Training Centres (ÜBS) and their Further Development into Competence Centres" of the Federal Ministries for Education and Research and for Economic Affairs and Energy. Therefore, the Guidelines for Grant Construction Measures (RZBau) of the Federal Government and the relevant provisions of the Federal Budget Act (BHO) must be observed. The ANBest-P Bund must also be observed as a funding condition. The relevant funding conditions of the grant providers specified in the grant notice shall apply. Compliance with the regulations under the VgV, GWB, HOAI, VOB is a mandatory prerequisite for the grants. To manage the construction project, the contracting authority is procuring, in the current tendering procedure with a competition, project management services for the new construction of the funded educational centre. The subject of these project management services is, in particular, project management services in the sense of Heft 9 Project Management in the Construction and Real Estate Industry, prepared by the AHO Expert Commission "Project Control/Project Management" (AHO Publication Series Heft No. 9), services of grant and funding management, and for project development in connection with the creation of the building permit for the implementation of the project. The project consists of the following sub-projects: • Development of overall concept (1st sub-project) • Creation of building permit (2nd sub-project) • Realisation of educational centre (planning and construction) (3rd sub-project) The sub-projects can in turn be divided into several service packages. A framework agreement will be awarded. The following services to be provided by the contractor will be ordered with the award of the contract and do not require a separate call-off (hereinafter also referred to as "initial call-off"): o Project management of urban planning services: all standard services of the partial service descriptions of the basis and planning according to Annex 801 (table "Urban Planning Service"), for the project; o Project management: all basic services of the project stages 1 to 2.3 according to Annex 801 (table "Project Management"), for the project; o Grant management: standard services of the project stages 1 to 2.3 according to Annex 801 (table "Grant Management"), for the project; o BIM management: standard services of the action area organisation according to Annex 801 (table "BIM Management"), for the project. All other services will be ordered during the entire term of the framework agreement by individual call-off.
