This contract is a design contract for the rehabilitation of the former Ronzon tanneries into a cultural hub. The work to be carried out, in accordance with the programme, falls under the category of building works for a rehabilitation or reuse operation. The purpose of this consultation is to select a multidisciplinary design team responsible for conducting all necessary studies until the completion of the works. The required skills are: architecture, structural engineering, MEP engineering (water, air, strong currents, weak currents, CSSI), construction economics, OPC, VRD engineering, acoustics engineering, and scenography. The services are subject to a contract with tranches in accordance with the provisions of Articles R.2113-4 to R.2113-6 of the Public Procurement Code. The firm tranche concerns the completion of the design phase (DIAG, AVP, submission of urban planning permit) for the entire operation and the PRO-DCE-ACT missions, and the supervision of the works of phase 0 (enclosed - covered, structural restoration, circulation). Optional tranche 1 concerns the PRO-DCE-ACT studies on the interior and exterior arrangements and the supervision of the works of phase 1 (arrangement of a first part of the cultural hub according to the programme). Optional tranche 2 concerns the supervision of the works of phase 2 (arrangement of the rest of the cultural hub according to the programme). The share of the estimated financial envelope excluding VAT allocated to the works is 3,938,000 euros (excluding services and scenography works) (value 06/2026). The estimated durations of the three tranches are as follows: firm tranche: 33 months / optional tranche 1: 32 months / optional tranche 2: 26 months.
