Description

With this tender, the Vantaa and Kerava well-being area (hereinafter the Purchaser) requests a bid for the procurement of automated medicine dispensing. The subject of the procurement is the Purchaser's automated medicine dispensing. This service is defined in the Health Care Act (1326/2010) as a health care service. Automated medicine dispensing is procured for the Purchaser's home care and housing service customers. In May 2026, there were a total of 2050 customers in the Purchaser's home care and housing service for automated medicine dispensing. The Purchaser always defines the customers that fall within the scope of this procurement. The number of customers within the scope of the service may vary during the contract period. If the number of customers requiring dispensing increases during the contract period, they will fall within the scope of this procurement. The Supplier is responsible for the entire automated medicine dispensing process, as well as the delivery of dispensed medicines in blister packs to the Purchaser's operational units in the selected area. More detailed information about the operational units is in the appendix to the tender. The Purchaser may, if necessary, add new operational units to the scope of the procurement or remove old operational units from the scope of the procurement. The Purchaser has divided the subject of the procurement into three (3) lots. The Bidder may bid for one or more lots. The lots are divided geographically according to the boundaries of the operational units: • Area 1: Western Vantaa • Area 2: Central Vantaa • Area 3: Kerava and Northern Vantaa Dispensing is an operation in which a pharmacy delivers medicines prescribed by a prescription to the operational units in batches, pre-packaged in blister packs as single doses. The service includes, as an essential part, the mapping of the customer's total medication in cooperation with the treating physician, as well as the regular delivery of a dispensing card to the Purchaser's representative, which is kept up to date with the dispensing medicines. The Supplier delivers medicines ordered by customers, which are not included in the dispensing, and other pharmacy products to the Purchaser's operational units as part of the dispensing delivery. Other medicines ordered by customers, which are not included in the dispensing, and other pharmacy products are packaged on a customer-specific basis. Automated medicine dispensing must include all medicines that are suitable for the customer's automated medicine dispensing. Automated medicine dispensing is usually timely when the customer's continuous medication includes several different medicines or assistance is needed in implementing the medication. Automated dispensing facilitates the customer's medication, monitoring, and improves medication safety. The procured service also frees up staff time for other necessary care work. The goal of automated dispensing is to ensure and implement safe medication and to reduce unnecessary medication costs for customers. Before the start of dispensing, the customer's medicines are checked for interactions and side effects. Dispensing medicines are selected from cost-effective, interchangeable medicines, in which case the price effects accrue to the customer's benefit. The dispensing service must have the possibility to dispense half tablets if the dose of the medicine is below the smallest available tablet strength and the halving can be reliably carried out using a cutting device. The medication of customers in the dispensing service is checked to remove unnecessary, incompatible, and overlapping medications. The customer is delivered a maximum of a two-week supply of medicines at a time, unless otherwise agreed. This can reduce, for example, medication waste caused by changes in the customer's medication, and unnecessary medicines do not accumulate in their home. The contract period is 1.1.2027–31.12.2028. After the contract period, the contract can be extended for two (2) option years, one year at a time. The use of the option must be notified three (3) months before the end of the contract period or the option year. A written contract is made between the Purchaser and the selected Supplier. The procurement contract is signed by the Purchaser's authorized official. One (1) service provider is selected for each area based on the tender competition. Also, one (1) backup service provider is selected for each area based on the tender competition, with whom a contract is signed only if the main Supplier is unable to provide the service in accordance with the contract. Bids that meet the eligibility criteria set for the Bidder (and their subcontractor), the service to be provided, and the form of the bid will proceed to the bid comparison phase. The Purchaser reserves the right to audit or otherwise verify the service providers' suitability for the Purchaser's needs. We will not make a contract if all the mandatory minimum requirements are not met. The Bidder must indicate the priority order for the areas they are offering in their bid. The Bidder implements this by numbering the areas they are offering, starting with the number 1, which the Bidder gives to the area they primarily wish to be selected for. Numbering is done so that each number can only be used once. If a tie situation arises between two or more Bidders for a dispensing area, the priority number is used. In this case, the Bidder whose priority number is smaller is selected for the area, i.e. if Bidder A has given the area a priority number of 2 and Bidder B a priority number of 4, then Bidder A is selected. If two or more Bidders have the same smallest priority number, the area winner is drawn among them. This is a procurement of social and health services in accordance with Appendix E. A procurement notice has been published for the procurement on the electronic channel for public procurement (HILMA) www.hankintailmoitukset.fi. Open procedure is used in the procurement, so all interested parties can make a bid.
