The contracting authority intends to prepare and submit, on a section-by-section basis, applications for planning approval for sections M2000 ff. of the U5-Mitte starting in 2027. To do this, the contracting authority requires the expert support of a well-established and experienced law firm specialising in public law. In particular, support is needed for the contracting authority's four-person legal department in its day-to-day operations to cover a temporary shortage of staff in the legal department. The consulting service should therefore have a regular and substantial weekly scope, including communication with external stakeholders and internal specialist departments. The work must be carried out largely independently. Reports are to be submitted primarily to the contracting authority's head of legal, who is mainly active in civil law.
