Romania – Network equipment – Achiziția soluției de modernizare a infrastructurii LAN a N.SIS din site-ul principal

The Schengen Information System (SIS) is a large-scale IT system, managed by eu-LISA, which supports public security and the exchange of information, regarding persons and objects, between national law enforcement, border control, customs, visa and judicial authorities. Schengen is the world's largest area without internal borders, allowing approximately 400 million citizens, as well as travellers from third countries, to move freely. SIS is a key infrastructure of Schengen, being the largest and most used IT system for public security in Europe. According to Article 7(1) of Regulations (EU) 2018/1861 and 2018/1862 “Each Member State designates an authority (the N.SIS office) which has the primary responsibility for its own N.SIS. The respective authority is responsible for the proper functioning and security of the N.SIS, ensures access to the SIS for the competent authorities and takes the necessary measures to ensure compliance with the present regulation. It has the responsibility to ensure that all SIS functionalities are appropriately made available to the end users”. According to Article 6 of Law No. 76/2023, the responsible authority is the Ministry of Internal Affairs, through the National SIS Centre. From the statistical data at the CNSIS level, it results that, on average, approximately 1.2 million accesses are recorded in the N.SIS Romania IT system daily. Under the conditions of meeting the availability (24/7/365), security and performance requirements imposed by the central SIS system and for the proper functioning of the N.SIS, the procurement of communication equipment for the N.SIS LAN infrastructure from the main site, which will ensure the availability, continuity of services, as well as the performance of the N.SIS, implicitly of the new LAN infrastructure. The number of days until which clarifications can be requested before the deadline for submission of tenders - 18. The contracting authority will respond clearly and completely to all requests for clarification/information, once, on the 11th day before the deadline for submission of tenders for clarifications requested with 18 days before the deadline for submission of tenders, specified in section I.3) Communication in the data sheet.
